Aims of the Club

The aim of the Club is to provide an open age amateur rugby league team in Bamber Bridge, to play in the North West Counties League, or other appropriate amateur rugby league.
The club will also provide additional games for other teams when there are adequate players, either as friendly matches, or in an appropriate league, if and when there is sufficient interest.
The Club aims to promote rugby league amongst the youth in the local community, and including, where possible, the running of junior teams.
The Club will appoint a Community Development Officer to Liaise with the local community
The Club recognises that it is a club and must raise adequate funds to cover running expenses in an appropriate manner (refer to Finance section).
On a day-to-day basis the Club will be run by a Committee, the powers of which are laid down in the Committee section.

Annual MeetingsThe Club will hold an Annual General Meeting (AGM) in the months of June
or July each year, notice of which will be provided by the Committee to all players, non-playing members and other people with an interest in the Club.
No charge will be made for entrance to the AGM.
An Emergency General Meeting (EGM) will be called either at the request of the Committee, or by request of at least eight members of the Club to the Secretary. An EGM will be called within six weeks of the request, or sooner if possible, with a minimum of one week’s notice being given to all paid up members.
The Constitution may be changed by a two-thirds majority vote of those present at an AGM or EGM.

Committee
The Committee will comprise the following elected members:
•Chairman
•Secretary
•Treasurer
•Coach
•Community development officer/ ref & touchline liaison
•Players Health and Fitness
•Players Representative
•A maximum of 2 club committee members

The above officers will be elected at the AGM annually on a majority vote.
The Committee will appoint a Head Coach and Public Relations Officer, the appointment of whom will be confirmed by the members at the AGM.
The Committee will have the power to run the Club on a day-to-day basis, with the following limits on their powers:
•The Committee shall meet no less than bi-monthly during the playing season.
•At least one week’s notice of meetings will be given to Committee members.
•Minutes of the Committee meetings will be kept by the Secretary. The Chairman will arrange for the records to be archived in an appropriate manner.
•Minutes and agenda of Committee meetings will be posted on the Club notice board when it is appropriate.
•A Committee meeting will be called on the request of two Committee members, with two weeks’ notice given to the Secretary.
•A detailed financial status report will be given at each Committee meeting.
•Members of the Club may attend any Committee meeting; however votes will be limited to members of the Committee.
•The Committee may spend up to £750 on any item without requesting clearance from members of the Club.
•A quorum for the Committee will be the attendance of at least half the members of the Committee.
•All decisions involving a vote will require a two-thirds majority.
•Absent Committee members may vote in writing prior to the meeting.

Duties of Committee
Chairman

MembersThe Chairman is to act as chairperson for all meetings of the Club. In his absence the Vice-Chairman, or failing that, a nominated deputy will take control.
The Chairman will also promote rugby league in the area to the best of his ability
Will also form part of the 3 man disciplinary committee.
Vice-Chairman
The Vice-Chairman is to act as the deputy for the Chairman.

Treasurer

The Treasurer will have the responsibility for the income and outgoings of the Club. He will maintain an auditable set of accounts, and will comply with the requirements of the Finance section.
Club Representatives
The Club Representatives will be responsible for representing the Club as a whole at Committee meetings, and ensuring that all members of the Club are informed of the decisions of the Committee and informed of forthcoming events.
Secretary
The Club Secretary will keep minutes of the meetings, and perform duties defined I previous sections of the Constitution (unless delegated to one of the other Committee members by mutual consent).
Coaches
The Coaches will be full members of the Committee and will have the duty of coaching at the Club. They may appoint deputies where appropriate to help with coaching, or to act on their behalf. All coaches will hold the relevant level nationally recognised coaching qualification. Coaches will be responsible for keeping up to date records of players and any additional information required by any league to which the Club is affiliated will also form part of the 3 man disciplinary committee
Community development Officer Referee and Touchline Liaison.
The Community development Officer and Referee /Touchline manager will be responsible for promoting the Club throughout the local community and to liaise with the referee on match days , he will also promote the use of good touchline and player behaviour

Public Relations Officer

The Committee may appoint a Public Relation Officer (PRO) to promote the Club through the local community. The PRO may also be a member of the club committee and as such entitled to vote on all club matters .
Players Health and Fitness
Will give advice to the team coach as to the fitness of any particular team member and will advise Players on Fitness, and give advice on Injuries sustained and treatment needed
Players Representative
Will liaise with Players , Coach , and Committee members regarding any issue involving the club or individual player , Will also form part of a 3 man Disciplinary Committee .

Disciplinary IssuesThe elected Committee will deal with all club disciplinary issues under an agenda item at each meeting.
The Committee shall decide whether the Club wishes to appeal following any player being sent off during a match, and will decide whether any financial punishment meted by an appropriate league should be placed on a player, or on the Club as a whole.
The Committee will have the power to suspend players or spectators from games, to give moderate fines (up to £5), or to give other suitable punishments in agreement with the Club Committee.
Any member who feels he has been dealt with unfairly may appeal to the Club Committee, before the next Committee meeting.The BBARLFC disciplinary procedure will be available via the yahoo website

Finance

The Club will run so that the balance of the account is in credit at the end of each season.
The Treasurer will present a detailed report of accounts at each Committee meeting.
The Treasurer will present the accounts for the year at the AGM.
The Committee are responsible for the day-to-day running of the Club, within the financial constraints laid down in the section detailing the powers of the Committee.
In order to secure finances, a monthly charge will be made to players and an annual subscription for non-playing members. Such subscriptions and fees will be decided by the Committee.

MembersThe classes of membership of the Club will be divided into playing members and non-playing members.
All non playing members of the Club will be considered to be those who currently contribute financially to the club by way of the lotto numbers subscriptions and regardless of class, will be entitled to vote for the Committee at the AGM, and will also be eligible to stand or nominate members of the Club for election to office. All playing members of the club will be considered to be those who pay regular subscriptions
Members of the Club shall inform the Secretary of their full name and address so that the Secretary can inform them of necessary meetings, and shall pay their subscriptions to the Treasurer (if necessary via the Secretary).
Members of the Club may ask for any item to be discussed at any Committee meeting. The Committee will keep all comments anonymous unless the member wishes that they are attributed to him.
If items are specifically requested to be on the agenda (as opposed to any other business), the Secretary should be informed at least 10 days before the meeting.

Equipment/property

The club will provide playing kit, match balls and first aid equipment required for the game with the exception of boots and protective wear.
The Club will provide and maintain training equipment to an acceptable and safe standard.
The Club will provide storage facilities for the safe and secure storage of all club equipment and property.

Insurance

All registered players will be covered by insurance through BARLA. This is a limited policy covering only major injury or death.
All players will be encouraged to take out private insurance to cover minor injuries or loss of earnings.
The club will ensure sufficient public liability insurance is in place.
All injuries must be reported in accordance with the Club’s Health and Safety guidelines.

It should be noted that non-voting members of the Committee do not need to attend
committee meetings
Wherever appropriate in the Constitution, the word ‘she’ may be substituted for ‘he’.
