The Slaughter and May report was commissioned to investigate the running of the RFU, and is quite a piece of work. The whole report is available at RFU.com but if you follow the link below or click 'Club info' at the top of the screen, then 'Documents' you can see the 17 page list of recommendations for change which resulted from the report
