Chester Gladiators have provisionally been placed in division four with the club's second team competing in the entry division.
Each club has been asked to provide feedback on their placings by February 10.
The league is due to kick-off in April, after the War of the Roses Cup competition group stages have been completed.
North West Men’s League chairman John McMullen said: “The North West Men's League management group met on Tuesday and agreed the first draft of the league divisional structures for 2012.
“These have now been sent to clubs to review and confirm if they are happy with their proposed divisional placing.
“I am confident that the 2012 season will be a huge success and one of the unique qualities of playing is that the clubs have the ability to choose their own destiny."
