Constitution of Glyn Ceiriog Rugby Club
July 2009
1.Name
The name of the group shall be " Clwb Rygbi Glyn Ceiriog " ( hereinafter called " CRGC " ).
2.Objectives
The objectives of CRGC shall be to help and educate young people , through the medium of rugby union , so as to develop their physical , mental and spiritual capacities so that they may grow to full maturity as individuals and members of society and that their conditions of life may be improved.
3.Conduct
CRGC will insist on :
a) Fair play , sporting conduct and the playing of the game in the correct spirit at all times . b) The utmost respect for , and courtesy towards , players, parents , supporters and officials from opposition clubs. c) The authority of referees will not be openly challenged during games and match officials will be treated courteously and with the utmost respect.
d) The social side of the game, such as entertaining and providing hospitality for visiting teams post-match , will always be promoted. When the visiting team, CRGC will encourage all players , parents and officials to spend time post-match in our opponents club or meeting place.
4.Disciplinary Measures
CRGC have the right to suspend a player from training and /or playing should there be a proven case of serious foul play or unacceptable conduct before , during or after a game , training session or club function. The Head Coach will report such cases to the Chairman who may , at his/ her discretion , select a sub-committee of five honorary members to discuss the case and , if necessary , agree on appropriate sanctions . The player concerned will be informed by the Chairman and may attend such a meeting and make a statement . If under the age of eighteen , the player may be accompanied by up to two adults. The player and any adults accompanying him / her may not be present when sanctions are being discussed , but the Chairman will inform the player of the sub-commitee's decision.
Any instance , or allegation , of unacceptable conduct by a spectator before , during or after a game , training session or club function may be reported by any honorary member to the Chairman who may , at his/her discretion , select a sub-committee of five honorary members to hear the case . The spectator concerned will be informed of the complaint or allegation by the Chairman and may attend the meeting and make a statement , but cannot be present when sanctions are being discussed . The Chairman will inform the spectator of the sub-committee's decision.
4.The Game
CRGC will organise fixtures against other clubs so as to provide opportunities for members to play the game of rugby union . The club will affiliate to regional and national unions , follow their guidelines.
5.Powers
The Executive Committee shall have the following powers :
a ) To raise funds and apply for , invite , obtain , collect and receive contributions from any person or persons by way of subscriptions, donations, or grants,
b) To employ on such terms and conditions of employment as the group shall determine any paid or voluntary workers .
6. Membership
There shall be two types of membership : (1) Senior (2) Junior . Full membership shall be open to persons over the age of eighteen.
The Executive Committee shall have the right to :
a) Approve or reject applications for membership.
b) Terminate the membership of any member for good and sufficient reason , provided that member shall have the right to be appeal to the Executive Committee before a final decision is made.
c) Suspend the membership of any individual for good and sufficient reason with that member having the right to appeal.
d) Determine the conditions of membership at the AGM or any other committee meeting.
7 Honorary Members
At the Annual General Meeting those present shall elect from amongst themselves or other known individuals whose interest is confirmed the following honorary members : a Chairman , Vice Chairman , Secretary , Fixture Secretary , Treasurer , Child Protection Officer , Hospitality Co-Ordinator , Head Coach and any other officers deemed necessary . These individuals will hold office from the conclusion of that meeting.
8.President
Following the Annual General Meeting the elected Chairman may invite a person of his / her choice to be president of the club for the following season.
9.Assistant Coaches
Following the Annual General Meeting the Head Coach may invite as many other persons as deemed necessary to be Assistant Coaches for the following season. Coaches will agree on captains for each team and the Head Coach will offer the roles to the selected players.
10.Executive Committee
The Executive Committee shall consist of not less than four members from:
a) The honorary members specified in Clause 7 above.
b) The club president as specified in Clause 8 above.
c) The club's coaches as specified in Clause 9 above.
d) Parents of junior players.
11.Roles
The Chairman : will chair meetings , maintain order and keep those present focussed on the agenda. In the Chairman's absence this role will be taken by the Vice Chairman or temporary chairman.
The Secretary : will minute points discussed at meetings and present a document either on the night of the meeting or beforehand.
The Treasurer : will keep a detailed account of receipts and payments , pay all receipts into the club's bank account , pay all invoices by cheque , liaise with the bank and present a detailed balance sheet at the Annual General Meeting.
The Head Coach : will plan , organise and deliver appropriate training sessions for each team. He / She will appoint asssistant coaches who may also plan , organise and deliver training sessions at the Head Coach's discretion. He / She will prepare teams for play on match days and ensure all players and parents are aware of arrangements. He / She will arrange apporopriate changing and washing facilities for home games. This role may be delegated at the coach's discretion.
Assistant Coaches : will assist the Head Coach in delivery of previous role discription.
The Fixture Secretary : will organise an appropriate number of fixtures against other clubs in consultation with the Head Coach. He / She will confirm games with opposing clubs five to seven days beforehand and contact them with as much notice as possible should it be necessary to cancel a game .
Child Protection Officer : will follow Welsh Rugby Union guidelines .
Hospitality Co-Ordinator : will ensure all visiting players and coaches are offered sufficient food and drink following games free of charge. Food and drink may also be sold to others . He / She will ensure food and drink is available at other club functions when agreed in meetings and organise assistance from other volunteers to deliver this .
11. Determination of Honorary Members An honorary member shall cease to hold office if he or she :
a) is disqualified from acting as an Honorary Member by virtue of Section 45 of the Charities Act 1992 ( or any statory re-enactment or modification of the provision ).
b) becomes incapable by reason of mental disorder , illness or injury of managing his / her role in the club.
c) is absent without permission from the Executive Committee , or without good reason , from all meetings held within a six month period.
d) notifies the Chairman or Vice Chairman of a wish to resign. A new honorary member will be appointed to the vacant role as soon as possible during Executive Committee meetings.
12 . Meetings
a)The Executive Committee will meet on a date each month agreed at the previous meeting. In the absence of the Chairman and Vice Chairman , those present may agree on a person to chair the meeting . A meeting may be postponed , rearranged or cancelled at the discretion of the Chairman or Vice-Chairman , including persons who may have been selected to fill these roles at the previous meeting.
b) The secretary will produce copies of the minutes of the previous meeting and ensure all present receive copies either during the meeting or beforehand . The secretary will also minute the current meeting.
c) Items for inclusion on the agenda must be forwarded to the Secretary at least 48 hours before the meeting .
d) The quorom for meeting of the Executive Committee shall be at least four members from those listed in clause 10.
e) In the event of an emergency , an extra-ordinary meeting may be called by the Chairman or Vice Chairman by giving members at least two days prior notice.
f) Meetings will be open to all , including honorary members , coaches , parents , players and other interested persons. All will have voting rights.
g) The Chairman , with the support of at least three other Honorary Members , will have the right to ask any person or persons to leave meetings for good and sufficient reasons . No explanation need be given to that person ( or those persons ) and there will be no right of appeal .
13.Annual General Meeting
There will be an Annual General Meeting of the club which will be held on an agreed date as soon as practicable after the end of the season.
a) The current Chairman , Vice Chairman or chairman for the meeting shall organise the election or selection of honorary members as specified in clause 7 above.
b) Reports on the previous season should be presented by the Chairman , Treasurer and Head Coach. The treasurer should present a balance sheet , detailing payments , receipts and cash in hand covering the period since the last Annual General Meeting.
c) Membership fees for the forthcoming season will be agreed .
d) The secretary will minute the meeting and present minutes from the previous Annual General Meeting.
e) The constitution may be ammended at this meeting , or an agreed later meeting, by honorary members only.
f) Any other business may be discussed at the discretion of the Chairman.
14 Special General Meeting A Special General Meeting may be called at any time to discuss a single item and related items provided at least two honorary members request such a meeting. Prior notice of at least five days should be given to all players , parents , coaches and other honorary members.
15. Welsh identity
a)The club will give equal status to the Welsh and English languages. b)The club will positively promote use of the Welsh language , and other Welsh symbols , at every practicable opportunity to highlight the Welsh identity of the club.
c) The motto of the club , which should appear on playing shirts , merchandise and stationary , will be the first line of the poem " Nant y Mynydd Groyw Loyw ", by local poet John Ceiriog Hughes.
d ) Meetings and coaching sessions may be held through the medium of Welsh , English or bi-lingually and all present may request clarification in either language of their choice.
