CODE OF CONDUCT SEASON 2009/2010
Failing to fulfill an allocated league fixture during the season.
First Offence - £25 fine
Second Offence - £50 fine
Third offence - £75 fine and fixtures suspended.
For a free weekend – at least three weeks notice in writing to the fixture secretary to avoid any penalty.
Failure to fulfill an allocated cup-tie as above and also tie awarded to opponents.
3. An on the day cancellation of a fixture is a £100 fine plus payment of referee fees.
It is the responsibility of the team canceling a fixture to inform the fixture secretary, their opponents and the match referee.
These fines are operational once the fixtures have been made public and / or the fixture secretary has informed a Club their fixtures for the coming weekend.
4. Failure to send a representative to a monthly meeting or the AGM. Fine maximum £100 and possible suspension of the following weeks fixtures for the full club. There will be a roll call at the start of the meeting and any member wishing to leave before the end, must obtain permission from the Chair.
5. Playing an unregistered player - punishment to be determined by a disciplinary committee – minimum recommended fine of £100.
5A. Any club in the disciplinary committees opinion found allowing a player registered with another club to train or take part in any fixture for their club - punishment to be determined by a disciplinary committee – minimum recommended fine of £100 per player.
5B. Any club found, in the Disciplinary Committee’s opinion, to be providing club apparel or other inducement to a player registered with a club other than their own or if this action in anyway affected a players decision to transfer from his existing club or provided a potential reason not to remain with the players existing club - punishment to be determined by a disciplinary committee – minimum recommended fine of £100.
6A. REGISTRATION CARDS Failure to produce up to date registration cards on match days will result in League points or cup-tie forfeited – additional punishment to be determined by a disciplinary committee – minimum recommended fine of £50.
Any team found playing against a team who has no cards or who fail to check cards prior to the game commencing - punishment to be determined by a disciplinary committee – minimum recommended fine of £50.
6B. The coach of any team found guilty of playing an overage or underage player (per BARLA registration rule) or playing a player using another players registration card or under another name - punishment to be determined by a disciplinary committee – minimum recommended fine of £100 and committee to consider a possible sine die suspension for the coach.
7. Failure to provide corner posts (must not be solid) - Fine £20
8. Failure to provide adequate post protection - Fine £50
Items 7 and 8 are the responsibility of the home club. In the event of the home team changing their venue it is still the original home team’s responsibility.
9. Failure to telephone in match result (winning team or home team in the event of a draw) before 3pm Sunday afternoon on the day of the match or within 24 hours if the match is played midweek – Fine £15.
10. Failure to submit a fully completed team sheet within 72 hours of the match. The home side is responsible for supplying an official team sheet and must check to see whether a neutral officially appointed referee is submitting the team sheet direct. If no official is appointed it is the responsibility of the home team to submit the team sheet.

Missing team sheets must be submitted within 7 days from the receipt of the fine.
Team sheets must be checked against cards. Players arriving late must be on the team sheet prior to kick off and their cards checked with the opposition prior to the player entering the field of play.
11. Teams failing to comply with items 9 and/or 10 on 4 or more occasions in the season - punishment to be determined by a disciplinary committee – minimum recommended fine of £50 and consideration given to suspension of teams fixtures.
12. Failure to return trophies to the nominated Secretary by the 28th February - Fine £20. Returned trophies not suitably engraved and in a clean condition – Fine £20 plus costs of engraving.
13. Failure to keep an orderly touchline - punishment to be determined by a disciplinary committee. Each club is responsible for their own touchline, each club to occupy separate touchlines, home team to nominate to their opponents their preferred touchline.
14. Failure to provide a Touchline Marshall wearing appropriate Touchline Marshalls hi-visibility jacket - £10 fine. Marshall should make themselves known to the match official before kick-off to avoid any confusion.
15. Failure by club staff to wear a RESPECT hi-vis jacket when in front of the rope / crowd barrier during a game - £10 fine.
16. Failure to be ready to kick off at the appointed time if reported by the Match Official. Fine £20. Cards must be checked on the field but early enough for the appointed referee to commence the game at the appointed kick off time.
17. The fixture Secretary must be informed for any friendly game and both teams must comply with all the above rules.
18. Clubs not paying their affiliation fees within 28 days of the notice issued could have fixtures suspended for all their teams. All invoices issued by the league to be paid within 28 days or be subjected to a 10% surcharge.
19. Players not wearing correctly numbered shirts per team sheet will not be allowed onto the field of play. Players entering the field with duplicate shirt numbers will be dismissed from the playing area and will not be permitted to take part in the fixture. Player and coach of the team will be dealt with by the disciplinary committee.
20. Persistent offenders or serious breaches of the constitution or code of conduct will result in a personal appearance with the disciplinary committee.
21. All fines must be paid within 28 days of the notification date otherwise they will be automatically doubled. If not paid within a further 14 days - punishment to be determined by a disciplinary committee – committee to consider possible suspension of all clubs fixtures.
