CONSTITUTION
Morley Borough Rugby League Football Club

1 Name
The club will be called Morley Borough Rugby League Football Club and will be affiliated to the British Amateur Rugby League Association.

2 Aims and objectives
The aims and objectives of the club will be:
To offer coaching and competitive opportunities in Rugby League
To promote the club within the local community and Rugby League
To ensure a duty of care to all members of the club
To provide all its services in a way that is fair to everyone
To ensure that all present and future members receive fair and equal treatment.

3 Membership
Membership in Morley Borough Rugby League Football Club shall be open to anybody.

Members are expected to attend training regularly.

Membership should consist of officers and members of the club.

All members will be subject to the regulations of the constitution and by joining the club will be deemed to accept these regulations and codes of conduct that the club has adopted.

It is the responsibility of all club members (coaches, players and officials), to make sure that the clubs facilities, equipment and name are maintained to the highest possible standards. Anyone accused of causing wilful damage to club property or any of its equipment or its name will be asked to attend a disciplinary meeting and may have their membership rescinded in the case of their guilt been proven.

Members will be enrolled in one of the following categories:
Full member
Associate member
Life member.

4 Membership fees
Membership fees will be set annually and agreed by the Management Committee or determined at the Annual General Meeting.
Fees will be paid annually.

Members are expected to pay seasonal dues. Any player falling more than three weeks in arrears with subs may be suspended from the club, until the subs are brought up to date.

Subs will be paid weekly to the team coach or a person appointed by the team coach at an agreed amount decided before the start of the season and payment will commence the first week of fixtures. Collected subs should then be given to the treasurer at the monthly meetings. A record should keep a record of subs paid which should, if requested be made available to the club.

5 Officers of the club
The officers of the club will be:
Chairperson
Secretary
Treasurer
Fixtures Secretary

Officers will be elected annually at the Annual General Meeting.
All officers will retire each year but will be eligible for re-appointment.

6 Committee
The committee shall meet monthly to discuss administrative concerns and details and shall call relevant matters to the attention of the Club. The members of the committee will record for future holders of their offices the details of their responsibilities and actions over their terms of office, to be compiled and passed down to each new committee member. If a member of the committee does not fulfil their responsibilities to the satisfaction of the majority of the committee, or does not meet the obligations of active team members, they may be asked by that majority to resign there position which would become open to re-election at the earliest opportunity.

The club will be managed through the Management Committee consisting of:
Chairperson, Secretary, Treasurer and Fixture Secretary. Only these posts will have the right to vote at meetings of the Management Committee.

The Management Committee will be convened by the Secretary of the club and held no less than 10 meetings per year.

The quorum required for business to be agreed at Management Committee meetings will be: 3

The Management Committee will be responsible for adopting new policy, codes of conduct and rules that affect the organisation of the club.

The Management Committee will have powers to appoint sub-committees as necessary and appoint advisers to the Management Committee as necessary to fulfil its business.

The Disciplinary Committee will be responsible for disciplinary hearings of members who infringe the club rules/regulations/constitution.
The Disciplinary Committee will be responsible for taking any action of suspension or discipline following such hearings.

Apart from the Chairperson who retains a casting vote. The secretary, fixture secretary, Treasurer and each other member is entitled to one vote each and the club will be seen to adhere to any majority vote taken in this way.

All matters raised and discussed at committee meetings should not be discussed with people outside the committee unless there is a need to do so; otherwise all matters are confidential to the committee.

Roles of The Management Committee:

President
Moderates committee meetings.
Works with the treasurer to establish a budget with the advice and consent of the committee.
Shall serve as club liaison.
Responsible for arranging Morley Borough Rugby League Football Club space for practices, games, and meetings.
Shall distribute copies of the constitution to the committee members at the beginning of each season.
Shall run Club elections at the Annual General Meeting.
Shall preside over monthly committee meetings.
Shall serve a term of one year.

Treasurer
Shall take charge of the Club's funds and shall keep account of all receipts and expenditures.
Shall meet with the President to draft the Clubs budget for the following year subject to the advice and consent of the committee.
Shall attend monthly committee meetings.
Shall submit monthly budget updates to the committee.
Shall serve a term of one year.

Secretary
Shall be responsible for keeping minutes of all meetings involving the Club.
Shall distribute minutes to the committee and the team from committee meetings.
Shall be responsible for taking and keeping records of members' attendance.
Shall be in charge of ordering/keeping track of team merchandise.
Shall serve a term of one year.

Fixture Secretary
Responsible for scheduling the matches specified in the Pennine Leagues Rules.
Shall secure the schedule for the season as early as possible.
Shall coordinate the game schedule with the Pennine League.
Responsible for submitting a copy of the schedule to all team members.
Responsible for directions to all away games/tournaments.
Responsible for hiring Referees for all home games.
Shall serve a term of one year.

7 Coaching
The team must have at least one coach with a recognised coaching qualification and any coach not qualified should be prepared to undertake a coaching course (Being the property of the club for 2 years. If the person leaves the club within 2 years then the person must pay the relevant fee).

Coaches are requested where ever reasonably possible to ensure all equipment in their charge and belonging to the club is maintained in a safe and clean order.

Any loss of club equipment or damage to premises should be notified to the club secretary.

8 Finance
All club monies will be banked in an account held in the name of the club.
The Club Treasurer will be responsible for the finances of the club.
The financial year of the club will end on: DATE.

An audited statement of annual accounts will be presented by the Treasurer at the Annual General Meeting.

Any cheques drawn against club funds should hold the signatures of the Treasurer plus up to two other officers.

The need for new equipment of any kind should be notified to the committee and no purchases should be made without the agreement of the committee.

The club may provide funding for:
Pennine, Leeds & District and BARLA fees.
Medical supplies, tape and Vaseline etc.
Playing strips, equipment, etc.
End of season trophies.
Fines imposed on players and coaches. The club will accept payments from any individual offering to pay their own fines.
A percentage of the cost of any coaching or first aid course.

The club may from time to time provide other additional funding.

All playing strips, equipment and trophies, whether purchased by the club, through team funding or obtained through sponsorship shall remain the property of the club and can not be sold, given away or removed from the club without the permission of the committee.

9 Annual General Meetings
Notice of the Annual General Meeting (AGM) will be given by the Club Secretary. Not less than 21 clear days’ notice to be given to all members.

The AGM will receive a report from officers of the Management Committee and a statement of the audited accounts.

Nominations for officers of the Management Committee will be sent to the Secretary prior to the AGM.

Elections of officers are to take place at the AGM.

All members have the right to vote at the AGM.

The quorum for AGMs will be 10

The Management Committee has the right to call Extraordinary General Meetings (EGM's) outside the AGM. Procedures for EGM’s will be the same as for the AGM.

10 Discipline and appeals
All complaints regarding the behaviour of members should be submitted in writing to the Secretary.

The Disciplinary Committee will meet to hear complaints within 5 days of a complaint being lodged. The disciplinary committee has the power to take appropriate disciplinary action including the termination of membership.

The outcome of a disciplinary hearing should be notified in writing to the person who lodged the complaint and the member against whom the complaint was made within 5 days of the hearing.

There will be the right of appeal to the Management Committee following disciplinary action being announced. The disciplinary committee should consider the appeal within 5 days of the Secretary receiving the appeal.

11 Dissolution
A resolution to dissolve the club can only be passed at an AGM or EGM through a majority vote of the membership.

In the event of dissolution, any assets of the club that remain will become the property of the trustees.

12 Amendments to the constitution
The constitution will only be changed through agreement by majority vote at an AGM or EGM.

13 Declaration
Morley Borough hereby adopts and accepts this constitution as a current operating guide regulating the actions of members.
