Minutes of the MMYL March Committee Meeting

Minutes of Committee Meeting held at Lordswood Leisure Centre on Wednesday, 5th March 2014 at 7.30 p.m.

1. COMMITTEE:
PRESENT: Ian Ballard (Acting Chairman), Christine Carey, Jim Carey, Ray Kerr, Stephen McManus, Sue Sandmann, Maria Hooker, Russell Flood, Mark Sandmann, Margaret Agate, Kim Gordon, Sam Tucker and Keith McCourt (KFA D2 Representative)
APOLOGIES: Vic Smith, Bev Rickwood, Tim Hunt and Denise Gadsdon
ABSENT: none

2. MINUTES OF THE LAST MEETING: (held on 5th February 2014)
These were agreed to be a true and accurate record and were signed by the Acting Chairman.

3. CORRESPONDENCE:
K.F.A. Ltd. League statements of player suspensions dated 5/02/14, 12/02/14, 19/02/14, 26/02/14
Clubs should be aware that details of suspensions are checked against result cards. If a player is fielded whilst under suspension KFA will charge them for not complying with their decision using the MMYL result card as evidence. If found guilty by the KFA the club will then be charged by the League with fielding an ineligible player and Rule 8(O)
i-iii will be applied.

Sue and Mark Sandmann left the room for next item
Woodcoombe Youth Informing League that their U/11s have players going to Pro Soccer Academy trip to Belgium and should they qualify for the Cup Final will have players absent. Rule 25K applies and insufficient notice has been given to the League. The Committee decided that no changes will be considered to the Cup Final Programme other than those recorded and logged within the time frame stated in Rule 25K.

Woodcoombe Youth sending thanks to Hempstead Valley U/14 management and helpers for assisting when one of their players became injured and required an ambulance on 2/3/14
Hempstead Valley recording best wishes to the U/14 Woodcoombe Youth player who had to leave the game by ambulance after a serious foot injury and commendation to referee, Jack Jarrett who managed the incident and delay impeccably.
Thamesview Youth Request in accordance with Rule 1F to play against OSM Utretch over Easter 20th April. Permission granted.
Woodcoombe Youth recording thanks to all the teams that played against Woodcoombe Youth on 23/02/14 at all age groups, home and away for the support and respect shown for Mr Nick Sketchley. The club have been deeply moved by the response from everyone within the League since Nick’s sad death last month.

5. VICE-CHAIRMAN’S REPORT:
Hopefully all the bad weather is behind us now and we all can get back to playing - please look out for and adhere to the fixture lists as they are given all fixture secretaries working hard to get back on track so please be patient and as usual cooperative.

Would all secretaries please remind managers of the guidance for marking referees (pages 129-130 of the KFA handbook.)
Please remember a mark of 60 or lower requires a report within 7 days of the fixture and should be sent, in the first instance, to the age group registration secretary.
ie; 60 and below - The referee demonstrated shortcomings in the accuracy of decision making and control which affected the game.

6. SECRETARY’S REPORT:
A difficult month all round. Our fixture programme has now been so disrupted by the weather that the backlog of fixtures, particularly cup games, has at times proved very hard to cope with. This has led to notification of fixtures to clubs at short notice and the loss of the pitch sharing structures and permutations that the fixture programmes are built on. The obvious problems with clashes of games, pitch availability and k.o. times cause even more margin for error.
Thank you to those clubs who are actively monitoring their games and identifying problem areas. A special mention with thanks to Milton & Fulston Utd U/14s who on 23/02/14, went that extra mile to accommodate a league fixture with very little notice or any fuss.
Also spare a thought for Ray Kerr and Steve McManus who after receiving the fixtures have to set about finding your referees, many of whom have limited availability to the MMYL.

Under 7, U/8 & U/13 Registration Secretary
Well, the weather has not been kind. Let us hope that all stays good so we can get this Cup Competition underway. Some of the basic rules are getting forgotten. Remember that you MUST swap registration cards. All too many times I find on turning out to watch a game that teams are in possession of their own cards!!!!
All teams must remember to keep their own Players records as they could be called in by a registration secretary for checking at any time. They should match up with match and referee cards.
The deadline for registrations and transfers is nearly here. Remember no more can be done after 31st March.
The deadline for de-registrations was 1st February.
New Ash Green application for a late U/7 de-registration was agreed by Committee per Rule 8X.

U/9s Penalty Points The League Treasurer has identified the following as ‘worst offenders’in the age group as at 20th February : Pegasus 81 Colts, Sheerness East Youth and Strood Utd Black Will the club secretaries please give the respective managers a training session on completion of result cards in accordance with Rule 11A.

Under 10 Secretary
Congratulations to all that have made it through to the semi -finals of cups. Fixtures are as you are aware behind so I will endeavour to get rearranged ones out to all clubs once the fixture book ones are completed .Remember if your pitch is not playable you must ask your opposition if theirs is as priority is to get these games played. Under 11, U/12, U/13 and U/14 Fixture Secretary
I continue to re-arrange fixtures as necessary, in the best interests of all teams.

I also set the fixture programmes for the U/7, U/8 and U/9 age groups. In view of the extended period of bad weather it has become necessary to again review a massive backlog of fixtures at these age groups.
The Committee decided, with regret, in view of time constraints, to cancel the planned final trophy events in all three age groups. The final Trophy Event was to have been run on a ‘knock out’ basis. By the nature of such an event this would mean that some teams would have only one more game. It was felt beneficial to all to play the outstanding non played games instead providing more football for all teams.

It was lovely to see football being played without rain this week, I hope to get out and see more over the coming weeks.
Istead Utd Colts application for a late U/14 de-registration was agreed by Committee per Rule 8X. in view of players incapacity.

I am still getting incomplete match cards and once again I ask that all managers check these before sending as some are not even looked at all and these include missing team names or even no result.
Please make sure that your referee’s card corresponds with your match card as these are checked every week!!
Hope we will see more football getting played this month. I know some teams have not had games for a few weeks, I will always try and arrange a fixture if it is possible to do so.
Guru Nanak Youth application for a late U/18 de-registration. The request was denied by the Committee in view of the circumstances.
Rainham 84 U/15 request postponements 6th, 13th and 20th April. Request was denied as no evidence supplied of a school trip just 2 family holidays.

Woodcoombe Youth application for 3 late U/16 de-registrations. The Committee agreed one de-registration only in view of a players incapacity. The de-registration form and player’s registration card must be returned to Sam.

9. REFEREES SECRETARY’S REPORT:
We are finally underway again with games now being played each week. Unfortunately, in some age groups, we now have insufficient weeks left in the season to complete the programme, including the u18s which I look after. If any clubs are interested in playing on a Saturday they should, in the first instance, contact their age group fixtures Secretary to discuss which is the most appropriate game to consider. Do not just pick a game at random as it may already have been arranged at a future date leaving no alternative opposition on this date if it is moved. Also remember that most referees also referee on a Saturday afternoon so go for a morning kick off if you can.
Priority will be given to games that affect promotion and relegation although some teams are so far behind this is not easy to determine at present so bear with us.
Another reminder that all teams in all age groups MUST hand a match card to the referee, properly completed, with the player’s full names and whether or not they are starting the game. These can be called in by the league in the event of query and this has been done recently in the u18 age group with some interesting results.

10. ASSISTANT REFEREES SECRETARY’S REPORT:
Not a lot to report this month due to the weather affecting the amount of games played, all I can say is that after the long break, people have seem to have forgotten that they have to contact referees to confirm the details of the games that I have allocated, as I had to fine 4 teams last week alone, and hopefully this will improve over the coming weeks.
What I have noticed recently is the amount of players wearing these ankle protectors that are NOT the same colour as the socks that the players are wearing, the usual comment that I am hearing from Managers/Trainers is “I keep telling him about this” well please be aware I am telling my referees to watch for this and the players are to be told to either “ take them off and wear them under their socks or remove them completely, and if they fail to do either then they DO NOT PLAY it is as simple as that, and the same goes for the different colours of tape being put around socks as the same does apply. This actual rule reads as follows; “stockings- if tape or similar material is applied externally it must be the same colour as that part of the stocking it is applied to”, This is a FIFA ruling not the FA or League.
While I am on about players equipment I will quote the following from the laws of the game “Shorts- if undershorts or tights are worn they must be of the same main colour as the shorts” the same action from the referees is to be taken as above with the Socks, and help from the Managers/ Trainers would be appreciated.

13. CUP COMMITTEE
Semi Finals will be played on 23rd March 2014. The draw will take place on Monday 10th March. Thamesview Youth, Rainham Eagles and Wigmore Youth may send a representative each to observe the draw which will take place at Russ Flood’s home address at 7.30 p.m..
