RULES AND CONSTITUTION Revised 1st September 2010 Mini & Junior Section (Appendix A) added November 1999

Rule 1Title
The name of the Club shall be called the North Ribblesdale Rugby Union Football Club.
Rule 2Objects
The objects of the Club shall be the playing and promotion of amateur Rugby Football, and when required, the maintenance of a Clubhouse for the use of Members of the Club.
Rule 3Constitution The Club accepts the rules and constitution of the Rugby Union and shall be affiliated to the Yorkshire Rugby Union. The Rules & Constitution for the Mini & Junior Section were added as Appendix A.
Rule 4 Management of the Club The Management of the Club shall be deputed to an Executive Committee of not more than 8 members who shall be elected at the Annual General Meeting. The Chairperson, President, Treasurer, assistant treasurer Secretary, Fixture Secretary, Child safeguarding officer , Health and safety Representative, Volunteer coordinator coaching coordinator Players representative Trustees, and the Captains of the teams shall be ex-officio members of the Executive Committee and those said officers of the Club shall themselves be elected at the Annual General Meeting. Two representative of the Mini section elected by the Mini section AGM will also be ex officio members of the Executive committee
Rule 5Executive Committee
The Executive Committee shall have the power to appoint such Sub-Committees as necessary, and may depute or refer to them such of the powers and duties as the Executives may determine. The Executive Committee shall also have power to appoint a Member to fill any vacancy on the Executive Committee or Selection Committee until the next Annual General Meeting.
Rule 6Bye-Laws
The Executive Committee shall have power to make bye-laws for regulating the conduct and affairs of the Club providing the same are not inconsistent with these rules. Such bye-laws shall be binding on all members.
Rule 7Election and Expulsion
The Executive Committee shall have power of election and expulsion of members by a simple majority vote of the Executive Committee. Any person who feels aggrieved by a decision of the Executive Committee under Rule 7 can appeal in writing to the President. If the President considers there are grounds for appeal, a hearing before the Executive Committee will be arranged; representation will be permitted. A decision will be given in writing to the aggrieved party within 7 days, such decision to be final and binding.

Rule 8Membership List A list of the names and addresses of the members shall be kept at the Club premises.
Rule 9Candidate For Membership
9.1 No person shall become a member of the Club unless 9.1.1 that person has completed an application for membership in a form approved by the executive committee and be proposed by at least 2 members 9.1.2 The executive committee has approved the application. 1.2 For the avoidance of doubt membership is open to all without discrimination and may only be refused where admission to membership would be contrary to the best interests of the sport or the good conduct and interests of the Club and no person shall be denied membership of the Club on the grounds of race, ethnic origin, creed, colour, age, disability, sex, occupation, sexual orientation, religion, political or other beliefs. A person may appeal against such decision by notifying the Hon Secretary in writing who shall put the matter to an executive committee meeting for it to be decided by a majority vote of the members present and voting at such meeting
Rule 10Subscriptions
The Club shall consist of Life Members to be appointed by the Executive Committee upon payment of a minimum single contribution of £250.
Annual Subscriptions will be:

Vice President£20 minimum
Playing Members£5 plus £5/game match fees
Ordinary Members£5
OAP's£1
"Low income' members£1
Juniors & Minis player£50 first player then £20 thereafter
The Executive committee or junior section committee have the right to amend the above subscription by means of proposition, seconded and then be voted on at an A.G.M.

Rule 11Payment of Subscriptions
Subscriptions shall be due on the 1st September. If a subscription remains unpaid after the 31st October then defaulting members will no longer be eligible to exercise the privileges of membership and to use the Club Premises unless the extenuating circumstances of an individual member have been accepted by the Executive Committee, in writing prior to the due date.
Rule 12Honorary Members
The Executive committee may elect Honorary Members of the Club on such terms as the resolution decides, but such members shall not be entitled to vote in the affairs of the Club, and any recommendations for an Honorary Membership from the Annual General Meeting must be referred to the Executive Committee and elected unanimously. The executive shall have power to elect as Honorary Members, members of other clubs for any period not exceeding 7 Days.
Rule 13Expelled Members
No Member whose membership has been terminated under Rule 7 or who owes money to the Club shall be introduced by any other Member as a visitor to any part of the Club Premises. Members banned under the local "stand" scheme will abide by the ruling of said scheme

Rule 14Admission to Matches Members of all classes shall be admitted to the ground free except for cup-ties and league fixtures and such other matches as the Executive Committee may decide.
Rule 15Travelling
Members travelling with the team may do so on payment as determined by the Executive Committee. Provided there is room in the conveyance members of the public may travel upon payment of 50p more than Members, and this payment shall entitle them to one day's membership of the club.
Rule 16Annual General Meeting (A.G.M.)
A general meeting of the club shall be held in the last Friday in the month of May every year. Or as near as resnable to this date Notice convening the general meeting shall be given by means of a notice inserted in the local press at least 14 days prior to the date of the meeting.
Rule 17Special General Meeting (S.G.M.) A special general meeting may be convened at any time by the executive committee and shall be convened within 21 days from the receipt of a requisition in writing signed by not less than 12 members of the club or 3 members of the executive committee specifying the object of the meeting.
Rule 18Selection Committee
A selection committee shall be appointed at the A.G.M. consisting of a maximum of 6 non-playing Members together with the Coach, Captains or acting Captains of the teams. And the remainder nominated at the AGM
Rule 19Trustees
There shall be four trustees of the club who shall be ex-officio members of the executive committee. The first trustees shall be appointed by the executive committee and the property of the club (other than cash which shall be under control of the treasurer) shall be vested in them to be dealt with as the executive committee shall be from time to time direct by resolution (of which an entry in the minute book shall be conclusive evidence). The Trustees shall be indemnified against risk and expenses out of the club property. The trustees shall hold office until death or resignation or until removed from office by a resolution of the executive committee who may for any reason which may seem sufficient to a majority of those present and voting at any meeting remove any trustee or trustees from the office of trustee. If by reason of any such death, resignation or removal it shall appear necessary to the executive committee that a new trustee or trustees shall be appointed or if the executive committee shall deem it expedient to appoint an additional trustee or additional trustees the executive committee shall by resolution nominate the person or persons to be appointed the new trustee or trustees. For the purpose of giving effect to such nomination the President is hereby nominated as the person to appoint new trustees to the club within the meaning of section 36 of the Trustee Act 1925, and he shall by deed duly appoint the person or persons so nominated by the executive committee as the new trustee or trustees of the Club and the provisions of the Trustee Act 1925 shall apply to any such appointment. Any statement of fact in any such deed of appointment shall be in favour of a person dealing bona-fide and for value with the club or the executive committee be conclusive evidence of the fact so stated.
Rule 20Loans
If at any time the Club in general meeting shall pass a resolution authorising the Executive Committee to borrow money, the Executive Committee shall thereupon be empowered to borrow for the purpose of the Club such an amount of money either at one time or from time to time and at such rate of interest and in such form and manner and upon such security as shall be specified in such resolution, and thereupon the trustees shall at the direction of the Executive Committee make all such dispositions of the club property or any part thereof and enter into such agreement in relation thereto as the executive committee may deem proper for giving security for such loans and interest. All members of the club whether voting on such resolution or not, and all persons becoming members of the club after passing such a resolution, shall be deemed to have assented to the same as if they had voted in favour of such resolution.
Rule 21Quorum
At committee meetings (except for the purpose of Rule 7) three shall form a quorum. At general meetings and at special meetings nine shall form a quorum. No person is allowed a vote unless money due to the club is paid unless the circumstances set out in Rule 11 apply.
Rule 22Dissolution
If at any general meeting (whether annual or general) a resolution for the dissolution of the Club shall be passed by a majority of members present, and such a resolution shall at a special general meeting held not less than one month thereafter, at which not less than one half of the members shall be present, be confirmed by a resolution passed by a majority of two thirds of the members voting thereof, the executive committee shall thereupon or at such future date as shall be specified in such resolution, proceed to realise the property of the Club and after the discharge of all liabilities, shall be passed onto another voluntary organisation promoting RFU
Rule 23Secretary
The honorary secretary or his or her representative shall convene, attend and take minutes of all meetings and conduct the correspondence of the club. The secretary shall act on all meetings under the direction of the executive committee and on retirement from office, hand over to his successor or the president, all books and papers belonging to the club.
Rule 24Funds
The funds of the club shall be kept in a bank approved by the executive committee and no financial liabilities shall be incurred except under the special or general authorisation of the executive committee. The Honorary Treasurer shall receive and will be held responsible for all monies belonging to the club from whatever source derived. The Honorary Treasurer shall issue receipts on the official form, keep the appropriate accounts, prepare the annual financial statement immediately after the 30th April in each year for submission at the A.G.M., duly audited by the auditor appointed by the A.G.M.

Rule 25Signing cheques
The power of signing cheques on behalf of the club shall be allocated to the Honorary Treasurer, together with any one of two members of the executive committee appointed by the executive committee.
Rule 26Interpretation of rules
The executive committee shall be sole authority for the interpretation of these rules and of any bye-laws and regulations made thereunder and decision of the executive committee upon any question of interpretation or upon any matter affecting the club and not provided for by these rules or by the bye-laws and regulations made thereunder shall be final and binding on the members.
Rule 27Amendments to rules
Notice of any amendment, addition or alteration of rules, together with the names and addresses of the proposer and seconder of such amendment, addition or alteration shall be given in writing to the Honorary Secretary at least 10 days before the annual general meeting.
Rule 28Majority required
No rule shall be added, altered or rescinded without the consent of at least two-thirds of the members present at an A.G.M. or S.G.M.
Rule 29Management of club premises/House Committee
The club premises shall be managed by the executive committee and who shall be nominated in accordance with rule 5.
Rule 30Accounts
The accounts of the Club shall be audited annually by a qualified Accountant, who will certify the same, subject to the Rugby Union Rule dealing with this matter, prior to their being presented to the A.G.M.
Rule 31Payments
No expense shall be incurred, or account paid, except by resolution of the Executive Committee.
Rule 32Discipline
If in the opinion of the Executive Committee the conduct of any member of the Club is likely to prejudice the welfare or good order thereof, it shall be in the Executive Committee's power to suspend or expel such member, who shall thereupon forfeit their subscriptions and all right of membership subject to the right of appeal set out in Rule 7.
Rule 33Rules
The rules of the Club shall be printed and exhibited in a prominent position in the Club.
Rule 34Guests a) A member of the club may personally introduce one guest at a time but
no person shall be introduced as a guest more than six times in one year by the same or a different member.
  1. The guest and introducing member shall sign their names in a book kept for that purpose and the guest shall thereupon pay a fee.
c) No expelled or resigned member or rejected applicant for membership shall be admitted as a guest.
d) Intoxicating liquor for consumption by guests shall be paid for by members.
Rule 35e) The violation of this rule shall render the offending member to immediate expulsion, subject to the right of appeal as set out in Rule 7. Admission Admission of persons other than members and their guests players, Officials and supporters of all teams visiting for fixtures against the Club together with referees, and other officials and all persons attending the Club's Grounds and paying for admission thereto for the purpose of seeing the Rugby Football game may be admitted to the Club premises.
Rule 36Functions held in the club premises
Intoxicating liquor may be supplied during permitted hours to members and non-members attending functions authorised by the Executive Committee to be held in the Club Premises provided that:- a) Such function is a function of NORTH RIBBLESDALE RUGBY UNION FOOTBALL CLUB or
  1. Such functions not falling within paragraph (a) hereof is limited to 12 functions in any one year.
  2. All functions mentioned in paragraphs (a & b) hereof shall be functions for the purpose of raising money for funds of the Club and to discharge the liabilities of the Club.
Rule 37Sale of intoxicating liquor to persons admitted under Rule 38
The club shall be permitted to sell intoxicating liquor for consumption on the premises to persons who have attained the age of 18 years admitted to the premises under Rule 39 and as non-members under Rule 39.
Rule 38Hours of opening and closing the Club premises The Club shall be opened and closed at such hours as may be from time to time be fixed by the Executive Committee and as posted in the Club premises.
Rule 39Permitted hours for the supply of intoxicating liquor
The permitted hours shall be such as may from time to time be determined by the Executive Committee in accordance with the provisions of the Licensing Act 2003
Rule 40Purchase and supply of intoxicating liquor The purchase for the Club and the supply by the Club of intoxicating liquor shall be managed by the executive Committee which shall have the power to appoint a Club steward and or a premises supervisor to supervise the purchase for the Club and the supply of intoxicating liquor as defined in the licensing Act 2003

APPENDIX A

North Ribblesdale RUFC Mini & Junior Sections

CONSTITUTION AND RULES OF MEMBERSHIP

1.This section of the North Ribblesdale RUFC to be known as the North Ribblesdale RUFC Mini & Junior Sections.
2.The rules of the Section are those of the RFU, North Ribblesdale RUFC and any additional rules implemented by the Section Committee. Any member found in breach of these rules following representation to the Committee will be judged accordingly.
3.Officers - The Section to be administered by a Chairman, Hon Treasurer, Hon Secretary, Fixture Secretary and 6 other Members to be elected annually.
4.An Annual General Meeting to be held not less than 2 weeks prior to the North Ribblesdale RUFC A.G.M. Nominations for any positions in the Section to be duly proposed and seconded and with the Hon. Secretary not less than 21 days prior to the A.G.M. date.
5.The Accounting year to be the same as North Ribblesdale RUFC. Accounts to be audited by the North Ribblesdale RUFC Accountants.
6.The assets of the Section to be controlled by the Hon. Treasurer and Committee with separate accounting and banking arrangements. In the event of the section ceasing to exist, all funds to revert to North Ribblesdale RUFC.
7.Signing Cheques - Cheques require 2 signatures and shall be signed by the Treasurer and an Assistant Treasurer.
8.Subscriptions - Match day subscriptions to be determined by the Junior committee. In the event of difficulties in making payments the Committee reserves the right to give favourable consideration to any request for special circumstances.
9.Aims & Objectives - The aims and objectives of the Club are to introduce children from the Settle and surrounding areas of all ages to sport and Rugby Union Football in particular. Special provision is to be made for girls, disabled people and ethnic minority groups.
10.The Section provides training facilities every Sunday morning between 10 am and 12 noon where qualified coaches provide coaching for 5 different age bands.
11.On alternate Sundays fixtures take place with other Rugby Clubs with similar Sections.
