Clarification received from WRU Referees Department regarding Youth Substitutions

It would be appreciated if you could pass on the information below to all your youth managers and coaches.
The following has now been clarified from WRU referees department and will apply to all youth league games and cup competition games during the 2018-2019 season
• All teams are allowed to use the maximum number of replacements, as permitted in World Rugby U19 variations (up to 8), even if they start with uncontested scrums or no front row replacements.
• Rolling substitutions are permitted as World Rugby u19 variations.
Would you please pass this information onto all coaches and managers of your Youth teams.
