MINUTES OF THE MEETING TO DISCUSS THE CHANGES TO THE CLUB RULES AS PROPOSED BY THE RULES REVISION SUB COMMITTEE
HELD ON WEDNESDAY 8th DECEMBER 2011
AT SLOUGH BOWLS CLUB
MEETING OPENED AT 19.30pm

3. NON-ATTENDANCE

Mr. House reported that these proposals had been put forward to bring up to date the club rules taking into account changes in the law, present club section practice and changes required for sections to either retain or obtain ClubMark status.
3.2 It was agreed that professional class of membership should be removed, any professional member to be considered an honorary member and should not have the right to vote at any committee or general meeting...
3.4. A person shall become a member of a Section on the payment of their first subscription after the appropriate Section Committee has approved their application.
Delete all words after “their first subscription”.
Incompatible with club mark.

3.5. Every application for membership must be proposed and seconded by an appropriate section member.
Replace with: Every applicant shall complete in full the appropriate Section’s membership application form and shall agree to follow the section’s acceptance procedures.
Allows sections without club Mark status to retain existing application procedures.

3.6. Every applicant for membership must complete the current section application form, signed as proposer by a Playing or Non-playing Member and seconded by another Playing or non-Playing Member of the appropriate section and submit it to the appropriate Section Secretary. Associate Members shall not be entitled to propose or second applicants.

3.7. The Name and Address of every applicant with the name of his proposer and seconder and the type of membership for which he is applying, shall be displayed on the appropriate section‘s notice board for a period of at least 7 days before the appropriate Section Committee shall decide the Application

Under “Club Mark” having a proposer and seconder can be seen as discrimination, which is against the law and may render the club closed to the local community. It is a requirement to be non-discriminatory and open to the local community in order to obtain Club Mark
This will not prevent a Section not applying for “Club Mark” requiring a proposer and seconder

3.8 Both playing and associate members shall enjoy only the facilities provided by their particular section even though they are members of Slough Sports Club.
Replace with: Both playing and associate members of one Section may use the associate member’s facilities of the other Sections of the Club, provided that they are available and a valid membership card can be produced.

3.9. A sub committee of not fewer than two or more than four persons appointed by the appropriate Section Committee shall interview every applicant for Associate Membership.

3.12. A successful applicant for membership must pay their first subscription in full within 14 days after receipt of notice of acceptance otherwise the acceptance shall lapse. A copy of these rules shall be included with the notice of acceptance.

4. MEMBERSHIP RENEWAL.
A member shall, unless decided otherwise by the appropriate Section Committee, be entitled to renew their membership by paying the appropriate annual subscription.

A member shall be entitled to renew their membership by paying the appropriate annual subscription. A section’s Management Committee may reject an application to renew a member’s subscriptions provided that the section’s disciplinary procedures are followed
Refusal of membership should only be done by following the Section’s disciplinary procedures.

5. HONORARY LIFE MEMBERSHIP.
5.1. A member elected to Honorary Life Membership or to Life Membership prior to the 1/1/2000 shall have the status of a full Playing Member of every Section of the Club and be entitled to written notice of every Section and Club General Meeting.

6. LIFE MEMBERSHIP.
6.1. On payment of the appropriate subscription, a member of good standing with a continued section membership of 5 years or more may become a Life Member of a Section.

9. TERMINATION OF MEMBERSHIP.
9.1 A Section Committee may annul the membership of any section member whose subscription is 6 months or more in arrears.
9.2 A Section Committee may expel a section member from membership by a resolution supported by no less than two thirds of the appropriate Section Committee members.
Replace both rules with: A section management committee may expel a member provided the section’s disciplinary procedures are followed.

9.3 The membership of Honorary Life members, Life Members and Vice Presidents who were in office prior to 1/1/2000 may only have their membership terminated by a resolution at the Slough Sports Club AGM supported by no less than two thirds of the members present who are entitled to vote.

9.4 On membership terminating under the provisions of rule 9.1 & 9.2 the former member shall forfeit all right to the privileges of membership of and all claims to the property of the Section, and unless the person is a member of another section of the club.

10. CLUB MEMBERSHIP SUBSCRIPTIONS.
10.4 Each section will supply an accurate membership list to both the Club Secretary and Treasurer within one month of the start and end of the section’s playing season.

17. CLUB ANNUAL GENERAL MEETING.
17.1 An Annual General meeting shall be held by December 1st. each year.
Change to: The Annual General Meeting shall be held within 14 days of the 1st. Thursday in December.

17.2 Written notice of the date, time and place of the meeting together with the agenda shall be sent to every Vice-President and Life Member in office before 1/1/2000 not later than 21 days before the date of the meeting.

In the event of the date a general meeting bring changed after the date for the meeting has been published the closing dates for nominations, propositions and amendments shall not be changed.

18. CLUB EXTRAORDINARY GENERAL MEETING.
18.3 The date for the Club Extraordinary General Meeting shall be as contained in the resolution of the Management Committee or within 28 days after receipt by the General Secretary of the Requisition.
Change wording: The date for the Club Extraordinary General Meeting must be as contained in the resolution. However a minimum of 28 days written notice shall be given to all members

18.6 Quorum: - Rule 17.5 shall apply, except that if there is no quorum present at a meeting requisitioned by members it shall be cancelled and not postponed under Rule 17.5.2 and the deposit forfeit.

20 TRUSTEES.
20.1 There shall be no fewer than 2 or more than 4 trustees of the Club
Change to: There shall be 4 Trustees of the Club.

20.4 The Trustees shall hold office until death or resignation or until removed from office by a resolution of a Club General Meeting.

Proposal 1 by The Management Committee
The trustees shall hold office for a period of 4 years, shall retire in rotation and shall be eligible for re-election for further terms of office.
Proposal 2 by the Cricket Section Committee
The Trustees shall be elected every year at the AGM. The period of office shall be from the end of the Club General Meeting at which they are elected to the end of the Club Annual General Meeting following.
Coincidental: Proposal 2 falls if proposition 1 carried
The proposal to charge the sections for the legal costs of changing the Trustees was withdrawn when it was confirmed by Mr. Khehar that the cost was a fixed sum.
A wide-ranging discussion on the role of the Trustees then took place. Should they retain office for life or for one year at a time. Should be more or less visible. Be more or less proactive. Make decisions about the club on their own or only carry out instruction given to them by the slough Sports Club management committee.
Proposal one was accepted by the committee.
On a vote to allow Proposal 2 to be put the meeting only Mr. House, Gumbs & Jetty voted for. All three voiced their concerns. Mr. House stated that the committee cannot stop a proposition going forward but are able to inform the meeting that the committee does not support it.
With the decision becoming very lively on this matter the Chairman called for a halt in the proceedings stating that the propositions will be put to the meeting as written.

Mr. Woods asked that as last year members were turning up just in time for the votes a restriction on entry should be imposed. It was agreed that entry to the meeting will be prevented 30 min after the meeting has started. G.D.

1. All nominations for positions are to be in writing, proposed and seconded by playing or ex-playing members of the club and to be received by the Secretary by 10.00pm, Wednesday November 23rd 2011.
2. All propositions to be put to the AGM are to be in writing, proposed, seconded, and received by the Secretary by 10.00pm, Wednesday 23rd. November 2011.
3. All propositions to amend the rules are to be in writing, proposed, seconded and received by the
Secretary by 10.00pm, Thursday October 20th. 2011
4 All amendments to propositions are to be in writing, proposed, seconded and to be received by the Secretary by 10.00pm, Wednesday 30th. NOVEMBER 2011.
5 VOTING. Only fully paid up full members of the club over the age of 16, Life members and Vice-Presidents, who were in office before the 1/1/200 are entitled to vote.
