Constitution
(1) The Club shall be known as the TREFIL RUGBY FOOTBALL CLUB & WELFARE INSTITUTE whose registered office shall be at Trefil,Tredegar in the County of Gwent ;
(2) The Club is instituted for the purpose of promoting social intercourse and mutual helpfullness, mental and moral improvement and rational recreation amongst its members and for the purpose of fostering all forms of amateur sport, especially rugby football ;
(3) The entrance fee and subscription shall be fixed from time to time by the Management Committee ;
(4) The affairs of the Club shall be managed by a Management Committee who shall be elected each year at the Annual General Meeting together with the Chairman,Vice-Chairman, Treasurer and Secretary ;
(5) Candidates for membership, who must have attained the age of 18 years,shall not be allowed any privileges of the Club and can only be admitted as members of the Club by being elected members by the Management Committee. The names and addresses of candidates for election as members together with the names of proposer and seconder for not less than 2 days clear before the election shall be prominently displayed on the Club notice-board ;
(6) Any member shall be entitled to introduce one or more guests. A visitors' book shall be kept where every member so introducing a guest or guests shall obtain his/her or their signature and address.The member shall also sign such book opposite the name of the guest or guests so introduced by him. No guest ( other than mentioned in paragraph 16 hereinafter) shall pay for any refreshments supplied to him. Any guest so offending shall be summarily expelled from the Club.
(7) There shall be kept on the Club premises a register of the names and addresses of the Club members and a record of the latest payment of their subscriptions ;
(8) The Club shall have the following officers :-
A Chairman, Vice-Chairman, Treasurer and Secretary.
The Chairman,Vice-Chairman and Treasurer shall be elected by ballot at the Annual General Meeting and shall remain in office until their successors are appointed. The Secretary shall be elected by ballot and shall remain in office during the pleasure of the Club. Any of the officers shall be removable at any time provided two-thirds of the members present at a special meeting called for that purpose shall vote in favour of such removal ;
(9) A General Meeting of the Club shall be held in the month of June in every year. The Committee shall have power to summon a General Meeting at any time on giving seven days notice thereof. Any members entitled to attend and vote at a General Meeting shall have power of summoning one or requiring one to be summoned at any time on giving 14 days notice to the Committee and the number of such members required to give such notice shall be one-fifth or 30 such members whichever is the less, stating the special object thereof. At all General Meetings the voting shall be confined to members,and all members entitled to use the Club premises shall be entitled to vote and have equal voting rights ;
(10) The purchase for the Club and the supply by the Club to the members of intoxicating liquor shall be the sole responsibility of the Management Committee ;
(11) The Financial Year shall end on the 31st.May each year ;
(12) Any member guilty of a breach of rules or of any bye-laws or regulations which may be prescribed by the Committee or being guilty of misconduct or otherwise acting in a manner deemed inconsistent with the interest of the Club,may by a vote of not less than two-thirds of the members of the Management Committee present and voting at a meeting called for that purpose or for which special notice has been given, at which the member concerned shall have the right to appear, be expelled from the Club or suspended for such period as the Management Committee deems fit.Any person so expelled shall thereupon cease to be a member and forfeit all rights as such. Seven clear days notice of any such meeting of the Management Committee shall be given ;
(13) Any member whose conduct is such as may render him liable to expulsion or suspension for a period, may be suspended forthwith until his case has been considered, on the decision of at least 5 members of the Management Committee ;
(14) Any member may resign his membership by giving notice of his resignation to the Secretary in writing. The Committee may terminate the membership of any person who after receiving due notice in writing that he is in arrears with his contributions, fails to pay same within 14 days of such notice. Any person ceasing to be a member forfeits all rights of the Club ;
(15) The Management Committee may grant life membership to any member who has rendered special service to the Club, but the number of life members at any one time shall not exceed 13. Life members shall be entitled to all the rights and privileges of Club membership including the right to attend meetings, vote at elections, and and be nominated for committee or other office ;
(16) Sale of intoxicating liquor shall be permitted to be made to Officials and members of a Rugby Football Team on the day on which such Rugby Football Team play a match with Trefil Rugby Football Club at Trefil;such sales however to be effected only within the permitted hours for the supply of intoxicating drinks ;
(17) The Club shall be opened and closed at such hours as may from time to time be fixed by the Committee, and as posted in the Club ;
(18) The permitted hours shall be such as may from time to time be determined by the Committee in accordance with the provisions of the Licensing Act 1961 and as notified to the Magistrates' Clerk.Provided that if an order is made under Section 5, Sub-Sections (3) or (4) of the said Act, the proviso to Sub-Section (8) shall apply ;
(19) The Committee shall have power to make such bye-laws as it may consider necessary for the good government and order of the Club,provided no such bye-law shall conflict with any of the Rules.A copy of all such bye-laws shall be posted in a conspicuous place within the Club-house ;
(20) These Rules shall not be altered except by a General Meeting of the Club, and unless notice of such alteration has been given by posting same on Club notice-board 14 days at least before the General Meeting at which it is intended to make such alteration and unless the same shall be approved of by at least two-thirds of the members present at such meeting.
