BOB COWARD Under 17’s LEAGUE RULES

Season 2009 - 2010
1.The Competition shall be organised by the Warwickshire Colts Rugby Football Union Committee (Colts Committee) who will appoint a League Secretary to administer the competition

2.The competition shall be open to all teams within the Warwickshire Rugby Football Union Constituent Body who field dedicated teams of Under 17 i.e. players who birth date fall on or after 1st September. If a team has insufficient players for the age group then players from one year younger i.e. Under 16’s may participate. If an over age player is found to have participated in a League game then that club may at the discretion of the Colts Committee have two league points deducted.

3.All clubs competing in the competition shall be paid up members of the Warwickshire Colts Rugby Football Union and have paid their subscription to the Colts Committee Treasurer

4.Each club entering the competition shall appoint a contact with whom the League Secretary and the Warwickshire Society of Referees can communicate in respect of all matters relating to the Competition.

5.Changes to the Competition rules will be published by the League Secretary before the beginning of each season and will be binding on all clubs who enter the competition

6.All players must be registered with the Warwickshire Rugby Football Union Registrar
(The Registrar) or appropriate other body

7.Games will be played under the relevant laws as amended where necessary by the Rugby Football Union or as defined in this document

8.Games will be played on a league basis the structure of which will be determined by the Colts Committee

9.The League Secretary will inform the Warwickshire Society of Referees of the fixtures in place for the forthcoming seasons league games.

10.Games for the 2008 – 2009 season will be played on a home or away basis.

11.A club playing in the league may play or select as a replacement not more than two players who do not have effective registration provided that registration forms have been completed and submitted to the Registrar.

12.Any team may play up to 7 replacements.

13.Any player changing club during a season must be re registered and the League Secretary informed of the transfer in writing

14.All games to be played on prescribed dates except where a pitch is unfit due to bad weather or where the two teams mutually agree to an alternative date / venue provided that date is within 4 days either side of the designated date ( i.e. Wednesday before or Wednesday after) and a suitably qualified official is available, unless because of other influences both teams agree a new date which is acceptable to the League Secretary

15.League Secretary to be notified of all re-arranged dates

16.All games will kick off at 11am unless by mutual consent between the two teams (League Secretary to be notified of change)

17.If a match is abandoned because of weather conditions when fifty or more minutes have been played then the score at the moment of abandonment shall stand and be deemed the final score in the match. The referee’s decision as to the necessity for abandonment and the number of minutes played at the moment of abandonment shall be final.

18.In the event of a game being abandoned with less than 50 minutes played then it is the responsibility of the home team to arrange a new fixture date and inform the League Secretary.

19.The position of a club in the league shall be established by awarding, in accordance with RFU guidelines, three points for a win two points for a draw and one point for a loss. In cases of equality, positions shall be determined on the basis of match points scored. A club with a larger difference between match points for and match points against shall be placed higher in the league than a club with a smaller difference between match points for and against. Should a club have the same number of points and the same points difference, the club having more points for shall be placed higher than a club having lesser points for.

20.The league competition in relation to nominations to the RFU knockout competition will terminate on the last Sunday in January 2009

21.There is no provision within these rules to punish clubs who do not fulfil the competition obligations.

22.This is a development year and so clubs who cannot meet a fixture obligation may be given a leeway to re-arrange a game.

23.Clubs who have failed to meet their league obligations may be asked to withdraw from the competition and the points already awarded re-adjusted.

24.Clubs will be nominated to represent the Warwickshire CB in the RFU knockout competition on a play off basis

25.The number of playoffs required will be decided when the number of places allotted to the Warwickshire CB has been allocated by the RFU

26.The process of deciding the play offs will be the top team in Pool A will Play top team in Pool B, and as will 2nd team in each pool as will 3rd placed team in each pool and if appropriate 4th placed teams in each pool.

27.Home advantage in each game will be in accordance with Senior teams play off regulations

28.Throughout the tournament it will be the responsibility of the home team to ensure:

29.Confirmation of Referee
30.Payment of referee expenses
31.Confirmation of visiting team
32.Condition of the pitch
33.Change of colours in the event that both teams are similar
34.Notification to the League Secretary and Warwickshire Society of Referees (or other approved Society) any change to the arrangements.
35.Notify League Secretary by Wednesday following the game of the result

36.If for any reason a team is unable to field a side and fails to give more than 24hrs notice to the opposition, that team shall be liable for any referees expenses.

37.For the purpose of recording a result in the competition no team may win by a margin of more than 40 points. If a games reaches a score difference of 40 points the referee shall suspend the

game and call the team managers together. They have to agree either to end the game at that point or continue. If they agree to continue this may be in an agreed modified form (e.g. for a reduced period of time with any number of substitutions made, passive scrums, restarted after coaches have had sufficient time to instruct players)

38.If a result is submitted which shows a margin victory greater than 40 points, the winning teams score shall be reduced accordingly.

39.All teams are required to carry adequate first aid kits and have someone qualified, present at the match to treat minor injuries.

40.If for any reason a team fails to fulfil more than two of its fixtures, the team, at the discretion of the Warwickshire Colts RFU Committee, may be disqualified from the competition, and results of all games played be amended accordingly.

41.If a team withdraws from the competition or is disqualified before all fixtures have been played, all games already played will be declared void and league points adjusted accordingly.

42.Both teams to provide a responsible person, not a nominated replacement, to act as Touch Judge. The home club nominated Touch Judge or other responsible person will act as timekeeper at the request of the referee in the event of any player being the subject of a yellow card.

43.In the event of a player being the subject of a yellow card – that player will not participate in the game for a period of 7 minutes actual playing time

44.Any player dismissed from the field of play will be the subject to the discipline procedure adopted by the Warwickshire Rugby Football Union

i.It is irrelevant whether the official is WSOR or club. If a red card is shown to a player the club must:

a.inform the League Secretary
b.take action as Appropriate
c.inform the League Secretary of the action taken

45.The League Secretary has been authorised by the Warwickshire Rugby Football Union to be the adjudicator for all Bob Coward U17 League disciplinary matters.

46.All findings by the clubs and decisions by the League Secretary will be forwarded to the Warwickshire RFU Disciplinary Committee for information.

47.Any appeal on the decision of the League Secretary not to accept the decision of the club and amend the clubs decision will be referred to the Warwickshire RFU Disciplinary Committee

48.Any red card against a spectator, coach or official must be dealt with in line with the regulations governing a Senior Player and be reported to and dealt with by the Warwickshire CB Disciplinary Committee.

49.Failure to inform the League Secretary about red cards may result in actions being taken against the club by the Warwickshire CB Disciplinary Committee

50.Clubs wishing to attract players already registered with a club competing in the competition whilst the season is in force, must in the first instance inform the players home club of the intention to approach him. If the nominated player agrees to join the approaching club, his previous club will be compensated in accordance with the RFU rules in relation to Compensation for Player Development.

51.Any disputes or matters not covered by these rules shall be referred to the Warwickshire Colts RFU Committee, whose decision shall be final and binding on all parties.
