Welling slipped to third in the table after losing their third straight away game in the conference South.
Before kick off news that Obersteller was ruled out through injury had stretched the already thin squad to it's limit. Ben Greenhalgh started on the bench after gaining international clearance.
Welling never got out of the blocks in the first half and paid the price as the Seagulls scored twice through Kabba and Pepperell.
Warren McBean had a chance to put Welling back in the match but was denied by Irish in goal and they couldn't muster another clear opportunity.
With their worrying form, Welling will be pleased that their next two games are at Park View Road against Farnborough next Saturday but first Havant and Waterlooville on Tuesday.
