Will was keen to play at a higher level - and Ray decided he did not want the squad disrupted if the former Maidstone Utd stopper left part way through the season.
Instead, former Lilywhites favourite Simon Overland has been signed from Sittingbourne for the new campaign while Will seeks a club in a higher division.
Speaking in a video interview, Ray praised Will's ability and insisted he was good enough to succeed at a higher level.

Ray said: "I would like to pay tribute to Will.
"From the moment he set foot in this football club he has been absolutely tremendous for us.
"I've loved working with him - the lad is a great talent.
"The reason for the change is that he made it quite clear he wanted to play a higher level of football, and I'm more than happy to support that.
"I think any managers out there in higher leagues should be looking at this lad and giving him a chance."
But he said the decision to part company now had been taken because of the disruption caused to the squad when he briefly left for Ryman League Premier Division club Leatherhead last season.
Ray said: "We had a period after the FA Cup exit where we lost Will to higher league opposition last year, and it did disrupt us as a squad, and results did suffer.
"I think it's important that I want the players here buying into a full season from the moment we start in pre-season to the moment we finish on that last Saturday in April.
"But he is a tremendous talent and he is well worthy of a shot at a higher level."
