Haverhill were the stronger side on the field but chances were difficult to craft, let alone take, Kyle Clarke, Rory Jebb, Jemel Fox and Ben Bradley failing to find the net in a seven minute period near the start of the second half.
The away side's fate was effectively sealed with 62 minutes gone as a pass by Marc Abbott went astray and Kyle Plumb seized on the chance to run forward with the ball before dispatching a low shot past goalkeeper Charlie Turner.
Added time provided added incident as both sides found themselves reduced to ten men, Carroll getting a second yellow card for handball seconds after the 90 minutes were up and Josh Youngs receiving his marching orders six minutes into injury time after kicking out at Fox after a drop ball.
ROVERS : Turner, Carroll, Fox, Miles, Holmes, Sartini, Abbott (Halls, 76), Bradley, Clarke (Milne, 67), Jebb (Judge, 67), Burr. Subs not used – Hardwick, Geoghegan.
