FINAL TIER 4/TIER 5 PROPOSAL FOR CENTRAL WALES

1. From and including season 2020/21 Tier 4 of the FAW Pyramid will be designated the competition level. Leagues at Tier 4 and below will not be directly affiliated to FAW. Leagues at Tier 5 and below are designated grassroots football leagues and are at the participation level of the FAW Pyramid

2. All clubs playing at Tier 4 and below shall affiliate to the Central Wales Football Association (CWFA).

3. All league and cup fixtures at Tier 4 and below shall be played in accordance with the Laws of the Game.

TIER 4
4. In the Central Wales area (the Area’) at Tier 4 there shall be a league with an east and a west division from season 2020/2021.

5. The Tier 4 league will be designated the senior league within the Area and shall be called the Mid Wales League.

6. The Mid Wales League shall be administered by a single committee (the Committee).

7. The east division shall be known as the Mid Wales League East. The geographical area of the east division shall be a combination of those parts of the Area presently served by the Montgomeryshire Amateur League and the Mid Wales League South.

8. The west division shall be known as the Mid Wales League West. The geographical area of the west division shall be a combination of those parts of the Area presently served by the Aberystwyth League and the Ceredigion League.

9. Each division shall have no more than 16 clubs.

10. There shall be financial support for clubs travelling in excess of 110 miles to play a Mid Wales League fixture or a cup fixture in the cup competition specified at paragraph 14.

11. The admission of a club to the Mid Wales League shall be subject to the club meeting the ground criteria for Tier 4 as set out at Appendix A.

12. Subject to paragraph 11, the following clubs shall be eligible to be admitted to the Mid Wales League;

12.1 Any club which has its playing ground within the Area. Such clubs may be admitted to the division of the Mid Wales League where the club has its playing ground.

12.2 Welsh clubs located outside the Area which in previous seasons have been admitted to leagues in the Area. Such clubs may be admitted to the division of the Mid Wales League closest to the clubs playing ground

12.3 English clubs entitled to participate in Welsh competitions in the Area as of right. Such clubs may be admitted to the division of the Mid Wales League closest to the clubs playing ground

12.4 English clubs entitled to participate in Welsh competitions in the Area pursuant to a permission granted under the FAW’s Cross Border Policy (Cross Border Clubs). Such clubs may be admitted to the division of the Mid Wales League closest to the clubs playing ground.

13. Reserve teams shall not be eligible to be admitted to the Mid Wales League or the competition specified at paragraph 14.

14. Only clubs playing at Tier 4 and above shall be eligible to enter the Central Wales FA Senior Challenge Cup

15. Only clubs playing exclusively at Tier 5 and below or reserve teams of clubs playing at Tier 4 or above shall be entitled to enter the J Emrys Morgan Cup.

16. Return substitutions shall not be permitted in Tier 4 league and cup competitions.

17. It is envisaged that, subject to FAW approval, clubs admitted to the Mid Wales League will be able to apply to the FAW for grant funding to meet criteria for admission to a Tier 3 League.

18. Discipline at Tier 4 shall be administered by the Central Wales FA.

19. Tier 4 shall have priority over Tier 5 in the appointment of match officials

20. Subject to paragraph 21 and subject to meeting the ground criteria for Tier 3 the first placed clubs of the east and the west divisions of the Mid Wales League at the end of the season shall be eligible for promotion to Tier 3. In the event of the first placed club of the east or west division not seeking promotion to Tier 3, the second placed club in that division shall be eligible for promotion to Tier 3.

21. Cross Border Clubs shall not be eligible for promotion to Tier 3 and shall be disregarded for the purposes of determining the eligibility of clubs for promotion to Tier 3.

22. Dependent upon the number of clubs promoted from Tier 4 and the number of clubs relegated to Tier 4 from Tier 3, clubs at the bottom of each division of the Mid Wales League shall be liable to be relegated to Tier 5 so that there are no more than 16 teams in each division at Tier 4.

TIER 5
23. At Tier 5, the Area shall have four regions as follows;

23.1 North Ceredigion
23.2 South Ceredigion
23.3 North Powys
23.4 South Powys

24. Each region may be served by a Tier 5 league.

25. The following clubs shall be eligible to be admitted to a Tier 5 regional league;

25.1 Any club which has its playing ground within the region of the league.

25.2 Welsh clubs located outside the region of the league which in previous seasons have been admitted to a regional league. Such clubs shall be admitted to the regional league closest to the clubs playing ground.

25.3 English clubs entitled to participate in Welsh competitions in the Area as of right. Such clubs may be admitted to the regional league serving the region closest to the clubs playing ground.

25.4 Cross Border Clubs may be admitted to the regional league serving the region closest to the clubs playing ground.

26. Clubs playing exclusively at Tier 5 or below shall not be eligible to enter the Central Wales FA Senior Challenge Cup;

27. Return substitutions shall be permitted in any league at Tier 5 and below and any cup competition for clubs playing exclusively at Tier 5 and below.

28. Discipline at Tier 5 and below shall be administered by the Central Wales FA

29. Subject to meeting the ground criteria for Tier 4, and subject to paragraph 13 the champions of a Tier 5 regional league shall be eligible for promotion to a Tier 4 league.

30. Whenever the number of clubs in a division of the Mid Wales League is less than 16 the Committee of the Mid Wales League shall, subject to paragraphs 13 and 21 have the sole and absolute discretion to admit additional clubs from Tier 5 to that division.
