Law Changes 2019-20

Are you familiar with the law changes for the 2019-20 season?

Dropped ball

• If play is stopped, the last team in possession has the ball dropped at one of their
player’s feet where the ball was when play was stopped.
• All other players must be 4 metres away from the drop ball! Defending team
beware. This gives the attacker a good attempt to cross or shoot at goal!
• If play is stopped when the ball is in the penalty area, the ball is dropped to the
goalkeeper in the penalty area.

Defensive walls

• For walls of more than 3 defenders, all attacking players must be at least one
metre from the wall in any direction
• If the attacker gets closer an indirect free kick will be awarded against them !
• So, if an attacking team shoot at goal and score, and an attacker was closer than
1 metre from the wall, the goal is disallowed and an indirect free kick is given to
the defending team.

Goal kicks

• Defenders can remain in the penalty area and receive the ball once it has been
kicked and moves. The ball does not have to leave the penalty area – it is in play
when it is kicked and moves.
• Attacking players can enter the penalty area once the ball is in play i.e. it has
been kicked and moves.

Handball

When is it usually handball ?

• If a player makes himself/herself bigger and the ball strikes an arm or hand, it is
handball, accidental or not.
• If a player has his/her arms above shoulder height and the ball strikes the hand
or arm, it is handball, accidental or not.
• If the ball enters the goal from an arm or hand, it is handball, accidental or not.
• If a player handles the ball accidentally but gains possession and creates a goal-scoring opportunity.

When is it not usually handball ?

• If the ball strikes the hand or arm after it comes off a player's own head, foot or
body or off an opponent who is close by.
• If the hand or arm is close to the body and not making the body bigger.
• If a players falls to the ground and the ball hits the hand or arm supporting the
fall.

Penalty kick

• The goalkeeper must have one foot on the goal line when the ball is kicked.

Substitutions

• A player who is substituted can be asked by the referee to leave the field at the
nearest point, if safe or practical to do so. This may be the opposite side of the
field to the technical area.

Ball hits referee

• If the ball strikes the referee and possession changes a dropped ball is awarded
to the team who had possession before it struck the referee.

Team officials

• Team officials can be shown yellow and red cards if they are guilty of misconduct.
• The nature of the offence determines whether it is a yellow or red card.
• If someone else in the technical area is guilty of misconduct but cannot be
identified, the senior coach gets the card !

Sin Bins
• Only for players on field guilty of dissent (word or action !).
• Yellow card shown and at same time referee points to the agreed ‘sin bin area’.
• 10 minutes in sin bin is playing time and starts when game restarts.
• Player can enter at end of sin bin - if permitted to do so - but away from action.
• Player may warm up (replacing one of the subs permitted to warm up).
• Player in sin bin who commits further offence takes no further part in game.
• Player who commits offence when leaving field to go to sin bin cannot return.
• Sin bin – Sin bin second time, player cannot rejoin, can be subbed.
• Sin bin – caution – sin bin second time, player cannot rejoin, cannot be subbed.
