Coventry Welsh Rugby Club Constitution

Last Changes to the rules passed at AGMs 1978, 1993, 1995 and Rule 15 amended 1996 AGM.

1. The name of the Club shall be 'Coventry Welsh Rugby Football Club'.

2. The affairs of the Club, in matters not reserved for the Club, in General Meetings or otherwise for the decision of the general body of members, shall be managed by the General Committee and one or more Special Committees, duly elected in accordance with Rule 3. The General Committee shall be charged with the general management of those affairs in matters not assigned to Special Committee.

3. (a) Members shall be elected to the Committee by the Club in accordance with paragraph (b) below for a term of one year; and paragraph (d) of Rule 9 below shall apply to voting at the election as it applies to voting at general meetings.

(b) Elections to the Committee shall be held annually, and no member shall hold office for more than one year without re-election. All members of the Club entitled to vote at the election and of not less than two years standing shall be equally capable of being elected.

4. The Club shall contain the following officers to be elected at the Annual General Meeting: Patron, President, Chairman, Vice-Chairman, Secretary, Treasurer, Tote Secretary, Fixture Secretary, Match Secretaries 1st Team, 2nd Team, Junior Officer, Social Secretary and Press Secretary.

5. The General Committee shall consist of 6 members (in addition to the officers to be elected at the Annual General Meeting).

6. In the event of any Committee Members absenting themselves from 3 consecutive meetings without reasonable excuses the Committee shall be empowered to co-opt additional members in the place of those absentees.

7. A Selection Committee comprising of the Club Coach, any co-opted Committee Members and respective captains of 1st and 2nd teams shall be responsible for the selection of the senior sides.

8. Elections of Captains to be confirmed at the AGM.

9. (a) There shall be a General Meeting of the Club at least once every year and fifteen months shall not elapse without a General Meeting.

(b) The General Committee may summon a General Meeting at any time on reasonable notice.

(c) Any members entitled to attend and vote at the General Meeting shall be capable of summoning
a General Meeting or requiring one to be summoned at any time on reasonable notice, provided that the number of requisitioning members shall not be less than 30, or one fifth of the total number of members so entitled, whichever shall be smaller.

(d) At a General Meeting the voting shall be confined to members and all members entitled to use the Club premises shall be entitled to vote and shall have equal voting rights, except associated members and members under 18 years of age.

10. MEMBERS

(1) The Club shall consist of-:

(a) Ordinary Members (Officials, Committee and Ex-players)
(b) Associate Members (either sex)
(c) Playing Members
(d) Vice-Presidents.

(2) Ordinary members shall be elected by an elective committee and the name and address of any person proposed for election shall for not less than two days before the election be prominently displayed in the club premises in a part frequented by the members.

(3) Persons shall not be admitted to membership as Ordinary Members if such admission is likely to result in the number of members so admitted being significant in proportion to the total membership.

(4) A candidate for election must be proposed and seconded by two members who are able to vouch for their responsibility and fitness to be a member.

11. GUESTS

A member may personally introduce friends as his guests. The visitor and member introducing him shall sign their names in a book kept for that purpose.

The following shall not be admitted as visitors: -

(a) Former members who have been expelled.
(b) Persons who having being nominated for membership, have been rejected.

Members must accompany guests introduced by them during the period of their stay in the club, and no guest shall be permitted to take any payment of any kind whatever, directly or indirectly.

12. SUBSCRIPTIONS

The subscriptions of the members shall be as follows (2013/2014)

Ordinary Members £10
Associate Members £80
Playing Members 18 years of age or over £40
Playing Members under 18 years of age and attending school £10
Vice President (minimum donation) £10

Payable in advance on the last day of September.

13. CESSATION OF MEMBERSHIP

Members shall cease to be members:-

(a) By non payment of subscriptions.
(b) By expulsion.
(c) By resignation.

14. PREMISES

The club premises shall be open for the purpose of sports and recreation at such hours as the Committee shall from time to time determine but no intoxicating liquors shall be supplied at any time on the club premises except during the hours permitted for the purpose of the next rule.

15. PERMITTED HOURS FOR THE SUPPLY OF INTOXICANTS

As a result of the New Sunday Licensing Hours it is intended to make the club hours compatible with the new licensing hours permitted (up until 10.30 pm only).
The permitted hours for the supply of intoxicants shall be from 11.00 am – 11.00 pm Monday to Saturday, from 11am – 10.30 pm on Sunday, Christmas Day and Good Friday.

16. No resolution passed by Committee shall be subject to amendment or alteration without written notice being given to the Committee seven days in advance of a Committee General Meeting.

17. The rules shall be subject to amendment in alteration only by the Annual General Meeting or a specially convened meeting.

18. The Secretary shall notify all club members by post in the event of a General Meeting being held.

19. Committee Members to be communicated to the next meeting, if absent from the previous one.

20. Any land or buildings purchased by or on behalf of the Club shall be vested in not less than 3 Trustees, and any such Trustees are authorised to raise such loans or other charges on any land or buildings as be deemed necessary. The Trustees shall be members of the club but need not be members of the Committee.

The Club Trustees shall be appointed by the Committee who may from time to time elect new Trustees and fill casual vacancies among the Trustees.

21. New officials to have completed 2 years on the Committee before election as such.

22. TEMPORARY AND HONORARY MEMBERS

All visiting teams and officials shall be made Honorary members for the day. A candidate can be made a temporary member for a maximum of one month on a proper introduction.

23. There may be admitted to the club premises persons other than members and their guests and intoxicating liquor may be supplied to them by or on behalf of the club for consumption on the premises and not elsewhere provided that this rule shall be restricted to persons who are members of any duly organised party visiting the club or to persons who attend a duly organised dinner/dance meeting or any similar function held by any duly constituted club or other organisation in the clubs registered premises.

This rule may be invoked for a maximum of twelve times a year.

24. The sale or provision of intoxicants to club members and guests
under the age of 18 is strictly prohibited.
