Dear Manager

As you know the club has grown immensely since its conception back in 1993 which of course is a good thing. However with that in mind the club’s management committee felt the need to have all of the managers knowledge of policies and procedures up to the same level.

The managers pack has been put together to assist you in the running of your team throughout the year. I have tried to cover most matters that may arise throughout the season; however the chances are that I may need to add to the pack throughout the year.

As an ex-manager myself and someone that has been involved in the club since the start, I know and understand the difficulties of running a team, but I also know the joys and happiness that is possible too.

Please remember that we as a club want to provide a safe and enjoyable environment for the children to play their football and for you and your parents to come along to support and cheer the team in the correct manner. There will be times when we will get frustrated with a decision or two, or another parent etc., but we must remember we MUST at no time retaliate. We must hold our heads high, stay calm and let the children do the talking on the football pitch.

As manager, the responsibility starts and stops with you. It`s important this year for you to lead from the front and I am sure your players, parents and supporters will follow the example you set.

Of course it`s great for our teams to be competitive in their respective divisions, but above all we want our teams to be recognized for the overall behavior, discipline and sporting attitude and with that, I am sure will come success!

Discipline & Complaints Procedure

The club will adhere to all disciplinary procedures set by the relevant county Associations and leagues to which the club belongs. In addition the club will run its own internal procedures. Any member considered bringing the club into disrepute will be dealt with the discretion of the Management Committee.

RIGHT OF APPEAL
A member wishing to appeal a decision by the Management Committee will have the opportunity to do so. This must be in writing (or email) to the Management Committee within 7 days.
The decision by the Management Committee will be final.

In the event that any member feels that he or she has suffered discrimination in any way, or that Club Policies, Rules or Codes of Conduct have been broken, they should follow the procedures below.

1. They should report the matter to the Club Secretary and the Chairperson of the Management Committee in writing (or email).
The report must include:
a) Details of what, and where the incident took place.
b) Names of any witnesses.
c) Names of any others who have been treated in a similar way.
d) Details of any former complaints made about the incident: date, when and to whom made.
e) A preference for a solution to the incident.

2. All complaints will be dealt with by the Management Committee within 10 days of receipt. The Management Committee will consist of 5 people with a minimum of three sitting at any one time, one of whom will be the Child Welfare Officer and one other that will be a senior Manager at the club. If a Management Committee Member is involved in a disciplinary issue he or she must step down from the decision process and their place taken by another member. If conflict of interests exist that member must also step down and not be part of the decision process.

3. The Management Committee will gather statements and decide initially on whether there is a case to answer, and if so, whether the potential breach is deemed to be “minor”, “moderate” or “major”.

4. A “minor” breach would involve an act where action caused no more than minor inconvenience or embarrassment to the offended party.

5. A “major” breach would involve an act that is deemed by the Management Committee to be likely to bring the club into disrepute, such as acts of violence, extreme aggression of serious abuse of referees, match officials, spectators, club members, players of either side or opposition team officials.

6. All other breaches would be considered “moderate”

7. Where the decision is for “no case to answer” or “minor breach”, the offended party and the person(s) accused of the breach will be informed of the decision and the reasons why.

8. For a “minor” breach, a formal hearing with all parties attending would not be required unless specifically asked for by either party. If a hearing is not required, the Management Committee would issue no more than a verbal warning as to future conduct although both parties would be informed of the decision.

9. For “moderate” or “major” breach, a formal hearing would be held to which both parties would be invited. For a “moderate” breach, the likely outcome would be a written warning to the member as to future conduct. For a “major” breach, the formal sanction may involve anything from a written warning, suspension, or expulsion from the club.

10. Before a hearing, the Management Committee will attempt to obtain written statements from the person against whom the complaint was made and from all witnesses named by both parties. These statements will be made available to both parties before a hearing takes place.

11. Any member accused of breaching the codes of conduct is entitled to attend their hearing. If one of the parties is a child (Under 18) then they must be accompanied by an adult.

12. The manager of the Team to which the member belongs will be invited to the hearing and will be allowed to speak at it, but will not be party to the decision process.

13. The Management Committee will have the power to:
a) Warn as to future conduct.
b) Implement fines in addition to those from the league & County
c) Suspension from all club activities
d) Expulsion from the club

Specific Playing Issues

The following apply specifically to incidents occurring as part of a football match where caution or dismissal is issued.

1. . Yellow and red cards (cautions and dismissals). It is the team manager`s duty to report all Yellow and Red cards to the Chair of the Management Committee within 48 hours of the event. This may be by phone, letter or email. The report should include the match date, venue, and opposition, name of the player, type of card and offence, name of the referee and whether the referee was qualified.

2. If a player, or the club, is fined by the league or county association for a Yellow or Red card, the player/parent will be expected to pay the fine personally and shall not be eligible to play for the club until this has been accepted.

3. Straight Red Cards for the following offences will receive an automatic 2 match suspension for the first sending off in a season
a) Serious foul play
b) Violent conduct
c) Offensive, insulting or abusive language or gestures

All other straight Red Cards will receive an automatic 1 match ban

The suspension will start immediately (unless there is a dispute about mistaken identity). A disciplinary hearing will not be held unless the player wishes to appeal (see below 9) or the Management Committee feel it is necessary. The club suspension will apply whether or not the referee submits an official card to the relevant league or county association. The team manager will be responsible for notifying the player that they will not be eligible to play for 1 or 2 matches and hand the player`s registration card to the Management Committee.

4. Red Card following two Yellows – all players will receive an automatic 1 match suspension for the first sending off of the season. The suspension will start immediately (unless there is a dispute about mistaken identity). A disciplinary hearing will not be held unless the player wishes to appeal ( see below 9) or the Management Committee feel it is necessary.

The club suspension will apply whether or not the referee submits an official card to the relevant League or County association. The team manager will be responsible for notifying the player that they will not be eligible to play for 1 match and hand the player`s registration to the Management Committee.

5. For a 2nd sending off (in the same season) a minimum 3 match suspension will be imposed, and the player will not be eligible to play for the club again until they have appeared before the Management Committee. The suspension will start immediately, and registration card handed to the Management Committee.
6. Any player who receives 3 Yellow Cards in the same season will automatically receive a 1 match suspension. The suspension will start immediately.

7. If a League or County FA impose a suspension on a player, it will run concurrently with the Club`s suspension (i.e. not in addition)

8. The Management Committee has the right to increase these punishments as it seems fit and the players should note that any violent misconduct or actions likely to bring the club into disrepute will not be treated lightly.

9. Any player who intends to appeal against a caution or sending off must notify the Management Committee in writing within 72 hours of the incident to avoid the above sanctions being taken. Where an official referee card has been submitted, the appeal will be held by the relevant League or County association.

Where a card has not been submitted, the appeal will be heard by the Clubs Management Committee. A player will be allowed to continue to play during the appeal process.

Specific Coach/Manager Issues

The following apply specifically to incidents occurring as part of a Coach/Managers role where caution, suspension or dismissal is issued.

Specific DBS related Issues

Any role identified by The FA as requiring a CRC, the individual concerned MUST have an in date and accepted FA CRC before they are permitted to go into role.

Any member found to be in breach of this policy will be suspended from all club activities until such time that a valid and current DBS is produced, or a Disciplinary hearing has been held (whichever takes the longest)

1. If a Coach/Manager has been suspended by the league, County FA or by the club for a lack of valid and current DBS. He/She is to cease all club activities with immediate effect.

2. If a Coach/Manager has been suspended by the league, County FA or by the club he/she will be informed by the Child welfare officer at the earliest possible moment after the club is aware. If the Coach/Manager cannot be contacted, then the most senior Manager available will inform the Coach/Manager at the next training/match.

3. No other manager will be made aware of this suspension, unless it is deemed necessary to maintain the children`s safety and to avoid bringing the club into disrepute.

Once an individual has received an “accepted” status on the Whole Game System, or the Club Secretary and or Club Welfare Officer have received formal notification from either The FA or Essex County FA, the Club Welfare Officer will advise the coach.

Specific Result Card Issues

Managers are responsible for all fines imposed by the League or County Associations relating to the following.
a) Late results cards
b) Incorrect completed results cards
c) Not issuing results in time imposed by the League (9pm Tuesday night)

If any Manager has received more than 3 fines throughout the same season a hearing will be held with said person and the Management Committee. It is the responsibility of the Manager to inform the Management Committee if he/she has any problems relating to any of the above things before things get out of hand.

The Management Committee takes unnecessary fines very seriously and will have the power to impose further fines to those responsible over and above the fines by the League and County Associations for multiple offenders.

Coaches and Team Managers
Managers/Coaches are key to the establishment of ethics in football. Their concept of ethics and their attitude directly affects the behaviour of players under their supervision. Managers/Coaches are, therefore, expected to pay particular care to the moral aspect of their conduct.
On and off the field, I will:
• Show respect to others involved in the game including match officials, opposition players, coaches, managers, officials and spectators 

• Adhere to the laws and spirit of the game 

• Promote Fair Play and high standards of behaviour 

• Always respect the match of official’s decision 

• Never enter the field of play without the referee’s permission 

• Never engage in public criticism of the match of officials 

• Never engage in, or tolerate, offensive, insulting or abusive language or behaviour. 

When working with players, I will: 

• Place the well-being, safety and enjoyment of each player above everything, including winning 

• Explain exactly what I expect of players and what they can expect from me 

• Ensure all parents/carers of all players under the age of 18 understand these expectations
• Never engage in or tolerate any form of bullying
• Develop mutual trust and respect with every player to build their self-esteem
• Encourage each player to accept responsibility for their own behaviour and performance
• Ensure all activities I organise are appropriate for the players’ ability level, age and maturity
• Co-operate fully with others in football (e.g. officials, doctors, physiotherapists, welfare officers) for each player’s best interests.
I understand that if I do not follow the Code, any/all of the following actions may be taken by my club, County FA, league or The FA:
• Required to meet with the club, league or County Welfare Officer
• Required to meet with the club’s management committee
• Monitored by another club coach
• Required to attend an FA education course
• Suspended by the club from attending matches
• Suspended or banned by the County FA

• Required to leave or be sacked by the club.
In addition:
• My FACA (FA Coaches Association) membership may be withdrawn. (if a member)
Managers are expected to attend Management meetings on a regular basis to stay abreast new initiatives or proceedures

Match Officials
We all have a responsibility to promote high standards of behaviour in the game.
The behaviour of the match of officials has an impact, directly and indirectly, on the conduct of everyone involved in the game – both on the pitch and on the sidelines.
• Prepare physically and mentally for every match
• Complete and submit, accurate and concise reports within the time limit required for games in which I officiate.
I understand that if I do not follow the Code, any/all of the following actions may be taken by the County FA or The FA:
I may be:
• Required to meet with The FA/County FA Refereeing Official
• Required to meet with The FA/County FA Refereeing Committee.

Play your part and observe The FA’s Respect Code of Conduct of match officials at all time.
I will:
• Be honest and completely impartial at all times 

• Apply the Laws of the Game and competition rules fairly and consistently 

• Manage the game in a positive, calm and confident manner 

• Deal with all instances of violence, aggression, unsporting behaviour, foul play and other misconduct 

• Never tolerate offensive, insulting or abusive language or behaviour from players and officials 

• Support my match official colleagues at all times 

• Set a positive personal example by promoting good behaviour and showing respect to everyone involved in the game 

• Communicate with the players and encourage Fair Play 

• Respond in a clear, calm and confident manner to any appropriate request for clarification by the team captains 


Spectators and Parents/Carers
We all have a responsibility to promote high standards of behaviour in the game
This club is supporting The FA’s Respect programme to ensure football can be enjoyed in a safe, positive environment.
Remember children’s football is a time for them to develop their technical, physical, tactical and social skills. Winning isn’t everything.
Play your part and observe The FA’s Respect Code of Conduct for spectators and parents/carers at all times.
I will:
• Remember that children play for FUN 

• Applaud effort and good play as well as success 

• Always respect the match officials’ decisions 

• Remain outside the field of play and within the Designated Spectators’ Area (where provided) 

• Let the coach do their job and not confuse the players by telling them what to do 

• Encourage the players to respect the opposition, referee and match officials 

• Avoid criticising a player for making a mistake – mistakes are part of learning 

• Never engage in, or tolerate, offensive, insulting, or abusive language or behaviour. 

I understand that if I do not follow the Code, any/all of the following actions may be taken by my club, County FA, league or The FA:
I may be:
• Issued with a verbal warning from a club or league official 

• Required to meet with the club, league or County FA Welfare Officer 

• Required to meet with the club Management Committee 

• Obliged to undertake an FA education course 

• Obliged to leave the match venue by the club 

• Requested by the club not to attend future games 

• Suspended or have my club membership removed 

• Required to leave the club along with any dependents. 

• In addition: 

• The FA/County FA could impose a fine and/ or suspension on the club. 

Remember

Let the game be the teacher we have all learnt from experience, now it’s the children`s turn. Be your child`s best friend.

Players
We all have a responsibility to promote high standards of behaviour in the game.
As a player, you have a big part to play. That’s why The FA is asking every player to follow a Respect Code of Conduct.
When playing football, I will:
• Always play to the best of my ability 

• Play fairly – I won’t cheat, complain or waste time 

• Respect my team-mates, the other team, the referee or my coach/manager 

• Play by the rules, as directed by the referee 

• Shake hands with the other team and referee at the end of the game 

• Listen and respond to what my coach/ team manager tells me 

• Talk to someone I trust or the club welfare officer if I’m unhappy about anything at my club. 

I understand that if I do not follow the Code, any/all of the following actions may be taken by my club, County FA or The FA:
I may:
• Be required to apologise to my team-mates, the other team, referee or team manager
• Receive a formal warning from the coach or the club committee
• Be dropped or substituted

• Be suspended from training
• Be required to leave the club.
In addition:
• My club, County FA or The FA may make my parent or carer aware of any infringements of the Code of Conduct
• The FA/County FA could impose a fine and suspension against my club.

Safeguarding Children Policy
Royal Falcons Football Club acknowledges its responsibility to safeguard the welfare of every child and young person who has been entrusted to its care and is committed to working to provide a safe environment for all members. A child or young person is anyone under the age of 18 engaged in any club football activity. We subscribe to The Football Association’s (The FA) Safeguarding Children – Policy and Procedures and endorse and adopt the Policy Statement contained in that document. 

• The key principles of The FA Safeguarding Children Policy are that: 

• the child’s welfare is, and must always be, the paramount consideration 

• all children and young people have a right to be protected from abuse regardless of their age, gender, disability, race, sexual orientation, faith or belief 

• all suspicions and allegations of abuse will be taken seriously and responded to swiftly and appropriately 

• working in partnership with other organisations, children and young people and their parents/carers is essential. 
We acknowledge that every child or young person who plays or participates in football should be able to take part in an enjoyable and safe environment and be protected from poor practice and abuse. 
Royal Falcons FC recognises that this is the responsibility of every adult 
involved in our club. 

Royal Falcons FC has
a role to play in safeguarding the welfare of all children and young people by protecting them from physical, sexual or emotional harm and from neglect or bullying. It is noted and accepted that The Football Association’s Safeguarding Children Regulations (see The FA Handbook) applies to everyone in football whether in a paid or voluntary capacity. This means whether you are a volunteer, match official, helper on club tours, football coach, club official or medical staff. 

We endorse and adopt The FA’s Responsible Recruitment guidelines for recruiting volunteers and we will: 

• specify what the role is and what tasks it involves 

• request identification documents 

• as a minimum meet and chat with the applicant(s) 
and where possible interview people before appointing them 

• ask for and follow up with 2 references before appointing someone 

• where eligible require an FA accepted Enhanced Disclosure and Barring Service Check (DBS) with Barring List Check in line with current FA policy and regulations. 

• All current Royal Falcons FC members working in eligible roles, with children and young people - such as managers and coaches are required to hold an in-date FA accepted Enhanced DBS with Barring List check as part of responsible recruitment practice1. 
If there are concerns regarding the appropriateness of an individual who is already involved or who has approached us to become part of
Royal Falcons FC guidance will be sought from The Football Association. It is noted and accepted that The FA will consider the relevance and significance of the information obtained via the DBS Process and that all suitability decisions will be made in accordance with legislation and in the best interests of children and young people. 
It is accepted that The FA aims to prevent people with
a history of relevant and significant offending from having contact with children or young people and the opportunity to influence policies or practice with children or young people. This is to prevent direct sexual or physical harm to children and to minimise the risk of ‘grooming’ within football. 


Royal Falcons FC supports The FA’s Whistle Blowing Policy.
Any adult or young person with concerns about an adult in a position of trust with football can ‘whistle blow’ by contacting The FA Safeguarding Team on 0800 169 1863, by writing to The FA Case Manager at The Football Association, Wembley Stadium, PO Box 1966, London SW1P 9EQ,
by emailing Safeguarding@TheFA.com or alternatively by going direct to the Police, Children’s Social Care or the NSPCC.
Royal Falcons encourages everyone to know about The FA’s Whistle
Blowing Policy and to utilise it if necessary.
Royal Falcons FC
has appointed a Club Welfare Officer in line with
The FA’s role profile and required completion of the Safeguarding Children and Welfare Officers Workshop. The post holder will be involved with Welfare Officer training provided by The FA and/or County FA. The Club Welfare Officer is the first point of contact for all club members regarding concerns about the welfare of any child or young person. The Club Welfare Officer will liaise directly with the County FA (CFA) Welfare Officer and will be familiar with the procedures for referring any concerns. They will also play a proactive role in increasing awareness of Respect, poor practice and abuse amongst club members.
We acknowledge and endorse The FA’s identification of bullying as a category of abuse. Bullying of any kind is not acceptable at our club. If bullying does occur,
all players or parents/carers should be able to tell and know that incidents will be dealt with promptly. Incidents need to be reported to the Club Welfare Officer in cases of serious bullying the CFA Welfare Officer may be contacted.
Respect codes of conduct for Players, Parents/ Spectators, Officials and Coaches have been implemented by
Football Club. In order to validate these Respect
codes of conduct the club has clear actions it will take regarding repeated or serious misconduct at club level and acknowledges the possibility of potential sanctions which may be implemented by the County FA in more serious circumstances.
Reporting your concerns about the welfare of a
child or young person. Safeguarding is everyone’s responsibility if you are worried about a child it is important that you report your concerns – no action is not an option.
i. If you are worried about a child then you need to report your concerns to the Club Welfare Officer.
ii. If the issue is one of poor practice the Club Welfare Officer will either:

• deal with the matter themselves or

• seek advice from the CFA Welfare Officer
iii. If the concern is more serious – possible child abuse, where possible, contact the CFA Welfare Officer first, then immediately contact the Police or Children’s Social Care.
iv. If the child needs immediate medical treatment take them to a hospital or call an ambulance and tell
them this is a child protection concern. Let your Club Welfare Officer know what action you have taken, they in turn will inform the CFA Welfare Officer.
v. If at any time you are not able to contact your Club Welfare Officer, or the matter is clearly serious then you can either:

• contact your CFA Welfare Officer directly
• contact The FA Safeguarding Team on

• contact the Police or Children’s Social Care
• call the NSPCC 24 hour Helpline for advice on 0808 800 5000 or text 88858 or email help@nspcc.org.uk

Royal Falcons FC will not tolerate harassment, including sexual harassment, bullying, abuse or victimization of a Participant, which for the purposes of this Policy and the actions and sanction applicable is regarded as discrimination, whether physical or verbal. Royal Falcons FC will work to ensure that such behavior is met with appropriate action in whatever context it occurs.
Royal Falcons FC commits itself to the immediate investigation of any allegation, when it is brought to their attention, of discrimination and where such is found to be the case, Royal Falcons FC will require that the practice stop and impose sanctions as appropriate.
Royal Falcons FC is committed to inclusion and anti-discrimination and raising awareness and educating, investigating concerns and applying relevant and proportionate sanctions, campaigning, achieving independently verified equality standards, widening diversity and representation and promoting diverse role models are all key actions to promote inclusion and eradicate discrimination within football.

Inter Team Transfers & Registrations Policy

There will be no inter team transfers between teams of the same age group, unless in exceptional circumstances where approved by the committee and in the overall interest of the player and the club.

All transfers are to be requested through the Club Secretary who will bring it to the attention of the Management Committee. No more than 1 player per season can be requested between each team.

Releasing of Players

At the end of the season, managers will have to list the players they are releasing. They will have to give the reason for the players release. This is to be notified to the Club Secretary no later than the last game of each season.

Squad Numbers

Each team will have a maximum number of squad players.
• 11 aside squads will consist of 15 outfield players and 2 goalkeepers
• 9 aside squads will consist of 13 outfield players and 2 goalkeepers
• 7 aside squads will consist of 11 outfield players and 2 goalkeepers
• 5 aside squads will consist of 9 outfield players and 2 goalkeepers

If an age group has two teams and one team has 2 Goalkeepers and the other has none then one of the Goalkeepers will be transferred across.

Registrations

At the start of the season, no player will be allowed to play for the club, unless all subscriptions are duly paid. In exceptional circumstances the manager or players parent, can ask for an extension or in discretion speak to the club about a hardship fund.

A deadline will be set by the Management Committee for pre-registration to be completed. Teams failing to do so will be brought to the attention of the Management Committee and may have the team withdrawn from the following season.

Training and Playing Matches at Savage Gardens/Pyramids

1. Please remember it is not our ground and to respect it
