6. Club Constitution


Goole Vikings ARLFC Constitution

  1. Name
  2. The club will be called Goole VIkings Amateur Rugby League Football Club and will be affiliated York and District League to play on the Yorkshire Mens League
  3. Aims and objectives
  4. The aims and objectives of the club will be
  5. To provide facilities for and promote participation in the amteur sport of Rugby League in Goole and surrounding areas
  6. To offer coaching and competitive opportunities in Rugby League
  7. To promote the club within the local community and in Rugby League
  8. To manage alongside Goole Town AFC the Victoria Pleasure Grounds
  9. To Ensure a duty of care to all members of the club
  10. To provide services in a fair way to everyone
  11. Membership
  12. Membership of the club shall be open to anyone interested in rugby league on application regardless of sex, age, disability, ethnicity, nationality, sexual orientation, relgion or other beliefs. (However membership may be limited according to available facilities on a non discriminatory basis.)
  13. The club may have different classes of membership and subscription on a non discriminatory and fair basis. The club will keep subscriptions at levels that will not pose a significant obstacle to people participating.
  14. The management committee may refuse membership, or remove it, only for good cause such as conduct or character likely to bring the club or sport into disrepute.
  15. Membership should consist of officers and members of the club.
  16. All members will be subject to the regulations of the constitution and by joining the club will be deemed to accept these regulations and all codes of practice that the club has adopted.
  17. Members will be enrolled in one of the following categories:
  18. Full
  19. Junior
  20. Fees
  21. Membership fees at present are not paid however once installed will be set annually and agreed by the management committee or determined at the AGM.
  22. Subscriptions will be paid by all playing members
  23. Fees will be paid weekly by playing members and annually by non playing members
  24. Club Officers
  25. The officers of the club will be:
  26. Chairman
  27. Vice
  28. Secretary
  29. Treasurer
  30. Welfare Officer
  31. Trustee
  32. Any other position relevant at AGM
  33. All officers will retire each year at the AGM and officers will then be elected at the AGM.
  34. Committee
  35. The committee will consist of the club officers(point 5).
  36. Only these officers have the right to Vote at committee meetings.
  37. Committee meetings will be convened by the club secretary.
  38. The quorum required for business to be agreed will be a Majority vote.
  39. The committee will be responsible for adopting new policy, codes of practice and rules that affect the organisation of the club.
  40. The committee will have powers to appoint subcommittees as necessary and appoint advisers to the committee as necessary to fulfil business.
  41. The committee will be responsible for disciplinary hearings of members who infringe the club rules/regulations/constitution. The committee will be responsible for taking any action of suspension or discipline following such hearings.
  42. All committee or sub-committee meetings will take place at the Victoria Pleasure grounds unless the venue is unavailable then a suitable alternative must be sought in the Goole area.
  43. Finance
  44. All club monies will be banked in an account held in the name of the club.
  45. The club treasurer will be responsible for the finances of the club.
  46. The finance year end of the club will end on 31st March
  47. An audited statement of annual accounts will be presented by the treasurer at the AGM.
  48. Any cheques drawn against the club funds should hold the signatures of the Treasurer plus two other officers.
  49. Property and funds
  50. The property and funds of the club cannot be used for indirect or direct private benefit of members other than reasonably allowed by these rules and all surplus income or profits are reinvested in the club.
  51. The club may provide sporting and related social facilities, sporting equipment, coaching, courses, insurance cover, medical treatment, away match expenses, post match refreshments and other ordinary benefits of Community Amateur Sports Clubs as provided for in the Finance Act 2002.
  52. The club may also in connection with the sports purposes of the club
  53. Sell and supply food, drink and related sports clothing equipment
  54. Employ members (though not for playing) and remunerate them for providing goods and services, on fair terms set by the committee without the person concerned being present.
  55. Pay for reasonable hospitality for visiting teams and guests.
  56. Indemnify the committee and members acting properly in the course of the running of the club against liability incurred in the proper running of the club (but only to the extent of its assetts)
  57. The committee will have due regard to the law on disability discrimination and child protection.
  58. Annual General Meetings
  59. Notice of AGMs will be given by the club secretary, not less than 21 days notice.
  60. The AGM will receive a report from the officers of the committee and statement of audited accounts.
  61. Nominations for officers of the committee will be sent by the secretary prior to the AGM.
  62. Election of officers to take place at the AGM.
  63. All members have the right to vote at the AGM.
  64. The quorum for AGM will be 25% of all club members.
  65. The committee has the right to call Extraordinary General Meetings (EGM) outside the AGM. Procedures will be the same as AGMs.
  66. Discipline and Appeals
  67. All concerns, allegations or reports of poor practice/abuse relating to welfare of children and young people will be recorded and responded to swiftly and appropriately in accordance with the clubs child protection policy and procedures. The club welfare officer is the lead contact for all members in the event of any child protection concerns.
  68. All complaints regarding the behaviour of members should be presented and submitted in writing to the secretary.
  69. A sub-committee of the committee (made up of at least 3 members of the committee) will meet to hear complaints within fourteen days (or such longer period as the committee deem appropriate to allow a proper investigation in the complaint) of a complaint being lodged. The committee has the power to take appropriate disciplinary action including the termination of membership.
  70. The outcome of the disciplinary hearing should be notified in writing to the person who lodged the complaint and the member against whom the complaint was made with seven days of the hearing.
  71. There will be a right of appeal by the person whom the complaint was made to the committee following disciplinary action being announced. A sub-committee of the committee (made up of at least 3 members of the committee who to the extent of the possible shall not include any individual who sat on the initial hearing) should consider the appeal within seven days of the secretary receiving the appeal.
  72. Dissolution
  73. Members may vote to wind up the club if not less than three quarters of those present and voting support that proposal at a properly convened general meeting.
  74. The committee will then be responsible for the orderly winding up of the clubs affairs
  75. After settling liabilities of the club, the committee shall dispose of the net assets remaining to one or more of the following:
  76. To another club with similar sports purposes which is a registered charity and/or
  77. To another club with similar sports purposes which is registered CASC and /or
  78. To the sports governing body for use by them for related community sports.
  79. Amendments to constitution
  80. The constitution will only be changed through agreement by a majority vote at an AGM or EGM.
  81. Declaration
  82. Goole Vikings ARLFC hereby adopts and accepts this constitution as a current operating guide regulating the actions of members.
